Background to the Adult Population Genomics Programme At Genomics England, we believe that by 2035, genomics could play a role in more than half of all health encounters, transforming patient care through the routine use and reuse of genomic data. While the potential of genomics to enable preventive care is clear, we must build the evidence base for large-scale implementation. In partnership with the NHS, we are leading public engagement, design, and proof-of-concept work to explore how genomics can be used pre-emptively, helping to personalise drug treatments and predict the risk of conditions like cancer and cardiovascular disease. Overall job purpose Working closely with our CEO, Chief Medical Officer, Chief Scientific Officer, Director of External Affairs and other stakeholders within Genomics England, the Service Owner is responsible for the strategy, development, delivery and performance of the programme with the teams and squads that we will establish within it. Service Owners at Genomics England lead delivery of major components of our portfolio. Job Description The post holder will lead the establishment of the Programme including: Setting its vision, strategy, and governance in collaboration with Genomics England and NHS England. Develop and oversee programme governance, ensuring effective internal structures and external joint governance with key partners. Collaborate with stakeholders, including NHS partners, industry, academia, and patient advocacy groups, to shape and drive the programme’s direction. Secure necessary approvals and funding, managing programme spend, procurement, and compliance with relevant regulations. Ensure the right skills and expertise are in place to deliver service design and proof-of-concept work. Ensure alignment with engagement leads, public and participant expectations, integrating feedback and insights into the programme’s development and delivery. Oversee governance, risk, and compliance, managing budgets, workforce planning, and all data and IT requirements. Qualifications We are not looking for specific qualifications for this role. We are looking for proven experience leading large-scale, complex programmes in highly regulated environments, with a strong track record of stakeholder engagement across government (particularly DHSC), healthcare (NHS), research, and industry.
