Provide senior leadership within the UE&AM speciality and influence service design and delivery across the organisation. Responsible for managing the complex nature of the business area and ensuring appropriate strategic plans are delivered within the complex operating framework. This will involve supporting the Associate Director of Nursing & Operations with strategic planning, inter-agency communication and negotiation, project management, implementing change and evaluation.
Contribute to the development and delivery of the Trust’s strategy and policies to ensure that the UE&AM Speciality supports the delivery of national NHS requirements.
Lead on identifying new business opportunities for the development for the nominated specialties. Ensure the service model in each of the current and any future locations is fit for purposes and achieves national accreditation and contractual service standards.
To develop and maintain robust contingency plans which will support the service continuity.
To develop performance action plans across the speciality if necessary, in line with national and local guidance.
To analyse complex performance and financial data relating to all elements of the speciality, providing reports and developing solutions as requested/necessary.
Undertake an on-going review of services from an operating & planning perspective, understanding demand and capacity, changes in clinical practice and the resources required to delivery on the expected targets.
Manage reporting on budget position for your portfolio to support the Associate Director of Nursing & Operations team to discharge their accountability for ensuring internal and external financial targets are achieved, including the maximisation of income opportunities and the delivery of financial savings.
Accountable Officer for the financial performance of the portfolio and ensuring that financial obligations are met within the agreed budget.
Ensure that all direct reports work within defined budget parameters and that they comply with the Trust’s Standing Financial Instructions (SFI’s) and that staff are trained and equipped to operate within them.
Manage resource utilisation and expenditure against control totals, including ensuring value for money and that controls are in place to robustly monitor expenditure such as supplies, on call and bank or agency expenditure.
Effectively managing the UE&AM financial performance, developing and agreeing financial savings plans.
General
Deputise as required for Associate Director of Nursing & Operations during periods of absence and on an ‘as and when required’ basis.
Ensure resources are allocated to support effective clinical management.
The post holder will undertake any other duties required following discussion and agreement with the Associate Director of Nursing & Operations.
To participate in the Trust’s General Management on call rota as required.

Quality and Clinical Governance
Work with the Associate Director of Nursing & Operations and Clinical Director to develop and co-ordinate the UE&AM modernisation and quality improvement programme, meeting and exceeding the quality targets required nationally and locally and to be proactive in devising innovative ways of achieving and monitoring the quality of the services so that a consistent level of quality is achieved across the UE&AM.
Implement procedures for ensuring the speciality is able to deliver the Trust’s Clinical Governance Agenda. This will include establishing systems to introduce and monitor clinical audit and clinical standards, ensuring that evidence based practice is commonplace and involving patients and their relatives in developing existing and new services.
Effectively support the management of complaints, ensuring response targets are met and processes and systems are fit for purpose. Maintain the services’ risk and change register as part of the speciality governance framework.
Support the senior clinicians with the development of Research and Development programmes, teaching and training programmes within the specialty portfolio.
Support the delivery of CQUIN and other national programmes such as NICE.
Management and Education of Staff
Support the Associate Director of Nursing & Operations in ensuring the speciality has a robust workforce plan and manage the workforce to ensure high levels of motivation and productivity by maximising multi-disciplinary teamwork and support devolution of responsibility to front line staff. This will demand the developing and sustaining of effective two way communication.
Perform appraisals for direct reports and ensure a timely appraisal programme for the speciality non-medical staff, including objective setting and personal development plans.
Work with the Associate Director of Nursing & Operations and Clinical Director to ensure all consultant job plans are reviewed annually and all requirements for mandatory training and CPD are met and appropriately recorded.
Ensure all new staff in the UE&AM attend the corporate induction programme and receive a comprehensive induction to the workplace and their job responsibilities.
Ensure a communication system is in place to cascade information throughout UE&AM, covering complex situations with individuals/staff groups.
Take responsibility for ensuring their own performance is appraised on a regular basis and participate in agreeing own development needs.
