Role: Property Manager
Location: Chorley Council / South Ribble Council
Contract: Full time (36.25 hours per week) / Permanent
Salary: £51,775 - £52,803 (plus 6% car allowance)
Closing Date: 9 February 2025
We are seeking an experienced and dynamic leader to take charge of the Property Services team for Chorley and South Ribble Councils. In this role, you will oversee the comprehensive management of the councils’ estates, ensuring buildings, assets, and facilities are safe, compliant, and effectively maintained.
You will lead a high-performing team, managing statutory compliance, condition surveys, and the delivery of planned maintenance programmes. Additionally, you will drive improvement projects, contribute to the development of asset management strategies, and provide expert advice to officers and Members.
This role requires strong leadership, excellent organisational skills, and a commitment to delivering exceptional property services that align with the councils’ priorities and legislative obligations. You will also work closely with the Major Projects team, deputise for the Head of Property and Development Projects, and support the professional growth of junior staff. What you’ll be getting up to
* Overseeing the management and delivery of all property services across Chorley and South Ribble Councils’ estates.
* Ensuring all buildings, assets, and estates are safe, compliant with legislation, and meet statutory requirements.
* Developing and delivering a planned maintenance programme, supported by a rolling programme of condition surveys.
* Leading the team to deliver high-quality capital, planned, and cyclical works across the councils’ estates.
* Driving improvement projects and business-as-usual initiatives to maximize the value of the councils’ buildings and assets.
* Supporting the development and implementation of asset management strategies and plans.
* Providing expert property and building advice to the Major Projects team on new developments.
* Managing records effectively, leveraging technology to enhance service delivery and compliance monitoring.
* Advising officers and Members through professional guidance, report writing, and attendance at key meetings.
* Deputising for the Head of Property and Development Projects, providing leadership and mentoring to the wider team.
* Creating a collaborative and high-performing team culture while supporting the professional development of junior staff.
Who we’re looking for
* Educated to degree level, vocational or professional qualification or equivalent experience in related area.
* Experience of managing and leading a team to achieve key objectives.
* Extensive experience (more than five years) in a property services role including maintenance and compliance.
* Experience of leading and managing a range of projects and programmes.
* Experience of managing and liaising with external consultants/ contractors.
Other Requirements
* This role requires some travel around our boroughs. You should have a valid driving licence or the equivalent mobility.
