The Claims Team provides the claims management function for the MOD. The majority of claims are outsourced to external providers but claims that raise potentially sensitive, controversial or reputational issues are managed in-house. As a Claims Manager you will primarily handle a wide range of in-house claims (current and historic), but also support contractors dealing with outsourced claims. You will have a personal delegated financial authority for settling claims where appropriate to do so and you will be providing clear instructions to lawyers and claims handlers to ensure that the MOD robustly defends as many claims as possible. The work is demanding with tight court deadlines to meet but also fascinating and rewarding in terms of the highly skilled barristers and lawyers you will instruct as the MOD policy client. Decision making and analytical skills will also be necessary to ensure early identification of potentially contentious claims. There are two HEO roles available. One is a permanent role, and one is fixed term role for a period of 23 months from the date of appointment. The fixed term appointment is a new role to provide resilience given the increasing volume of claims. There is a possibility this role might become permanent in future. Both roles involve line management/supervisory responsibility for EO Claims Managers. Applicants will be scored in merit order and the first offer will be for the permanent position. The fixed term appointment will be the second position offered. MOD operates an office based working approach across all sites. and along with the rest of the Civil Service, has an expectation of a minimum of 60% attendance in the office (3 days per week), along with working remotely. This blended working approach allows you to work collaboratively, meet stakeholders face to face, support others and promotes a healthy work life balance (please be aware that this role can only be worked in the UK and not overseas). Job description Manage a portfolio of claims within a personal financial delegated authority in accordance with Civil Procedure Rules and relevant MOD guidance. Ensure claims are thoroughly investigated, with full analysis of supporting material undertaken to provide a robust defence wherever possible. Obtain legal advice to determine liability and quantum. Negotiating settlements of claims for damages at virtual and in person meetings with solicitors and Counsel, within personal delegated financial authority. Ensure financial and other information on the in-house case management and payment database is accurate and up to date to enable reporting to MOD Top Level Budgets. Support contracted claims handlers to obtain relevant evidence from the Department. Provide responses to Freedom of Information Requests and Ministerial Correspondence Line manage/supervise one EO Person specification Strong written and oral communication skills. Ability to build relations and collaborate with a range of stakeholders including military colleagues. A legal or insurance background would be desirable.
