Position: Risk Management Officer

In this role you will support the development of a positive risk management culture at Hume City Council by assisting in the development and implementation of Risk Management initiatives, strategies and practices across the organisation to actively eliminate or minimise risk.
What you’ll be doing:
1. Assist in the review and update of Council’s Risk Management Framework to ensure consistent application across Council which pro-actively reduces or mitigates Council’s risk exposure.
2. Review and follow up departmental risk management incident notifications.
3. Conduct risk reviews across the organisation to ensure the elimination or effective management of risk.
4. Assist the Risk Management Lead to deliver a comprehensive training program for management, staff and contractors to ensure they meet their risk management obligations.
5. Maintain a Council wide Risk Register to assist managers in performing their risk management responsibilities including strategic and operational risks.
6. Coordinate the maintenance and review of the Council Risk System incorporating Council’s corporate and departmental risk registers.
7. Assist in ensuring awareness of Council’s Fraud Control Policy and Fraud Control Plan, and contribute to their review and update.
8. Assist the Risk Management Lead to develop Council’s Legislative Compliance framework, monitor Council activities for compliance with relevant legislative requirements, and manage the review and update of the relevant documents and processes.
9. Assist with coordination of internal audit activities.
10. Assist Risk Management Lead with the preparation of reports to the Audit and Risk Committee and action or follow up items raised.
11. Assist the Risk Management Lead to develop, implement, maintain and provide advice and guidance on business continuity plans for the organisation.
12. Assist the Risk Management Lead in the annual renewal of Council’s insurance portfolio, including tender processing where relevant.
13. Assist the Risk Management Lead undertake the periodic insurance audits conducted by Council’s major insurers and conduct follow up reviews of recommendation actions.
The skills and experience you’ll bring to the role:
1. Tertiary qualifications in a Risk Management or related discipline with relevant experience or less formal qualifications and substantial relevant experience.
2. Experience in risk management, including privacy and Freedom of Information.
3. Demonstrated research and investigative skills and the preparation of reports and policies.
4. Experience in auditing, insurance and business continuity.
5. High level of written and verbal communication skills.
6. Knowledge of relevant legislation and industry standards.
7. Ability to review, interpret and advise upon contracts, agreements, policies, procedures, and standards.
