INTRODUCTION
CBRE are responsible for providing the staff who work onsite at the United Kingdom Health Security Agency (UKHSA) located at Porton Down to undertake Hard Services FM roles. The Estates, Engineering and Facilities Department (EEF) of UKHSA manages and controls the engineering staff in the delivery of operations and maintenance to optimise asset value and contribute to EEF's strategic objectives. The CBRE staff work permanently on site and are managed by a UKHSA employed engineering lead. This new delivery model for Hard FM services has been created to ensure engineering excellence on site, and to ensure staff working for CBRE have a high level of technical training and development with the opportunity to develop outside the Porton Down site as your career progresses.
JOB SUMMARY
Under the direction of the Maintenance Manager or Team Leader, carry out electrical maintenance functions at the UKHSA Porton Down site. As an Electrical Engineer, you will be key to the effective and continuous availability of the Electrical Services associated with all buildings within the portfolio. You will provide electrical support to the Maintenance Manager in maintaining and fault finding of the electrical assets. You should gain an understanding of the electrical services within the buildings and be able to use this knowledge to assist in system and plant fault identification and rectification. Part of your role will be to assist and carry out as a competent person both controlled and emergency switching of LV systems within the building. You will also be required to assist with other trades as the need dictates so a general understanding of all areas of building services is essential to the role.
MAIN DUTIES AND RESPONSIBILITIES
1. Ensure all assigned Planned Preventative Maintenance for electrical activities is completed to schedule.
2. Conduct preventative maintenance on machines and equipment as per work order instructions.
3. Carry out routine maintenance work associated with all electrical systems.
4. Be responsible for allocated work orders from receipt to completion.
5. Provision of information on progress of allocated work orders.
6. Isolate defective equipment from power supply, check visually for faults, tests for faults, isolates the problem areas and take corrective action to repair the problem.
7. The installation of electrical systems and associated equipment followed up with the appropriate certification.
8. Maintain effective communication to the Maintenance Manager and Lead Electrical Engineer.
9. Respond to reactive maintenance requests as directed.
10. Carry out task related "Risk Assessments" and maintain the records.
11. Control of good housekeeping and good working practices.
12. Comply with all company procedures.
13. Taking an active part in the on call system, which may require the applicant to become an authorised person for your relevant competency.
14. Ensure full compliance of the company's Safety Rules and apply good engineering and safety practices.
15. Must be willing to undertake company standard internal training workshops and work to GxP (Good Engineering practice) where applicable.
16. Adherence to all current company procedures.
17. Adherence to the Quality Management System applied to all electrical systems.
18. Ensuring continuous improvement and drive for value for money.
19. Supervise specialist contractors and ensure all certification/ documentation is filled out accordingly.
20. Where necessary supervision of Specialist Service Contractors, including reviewing RAMS, completing inductions and issuing to authority to work / permit to work as per site procedures.
21. Willing to work in secure and sensitive environment on an exclusively manned site and undertake security clearance if deemed appropriate for the area of works.

PROFESSIONAL DEVELOPMENT
You should pursue a programme of continuous professional development in accordance with any relevant professional registration or statutory requirements, whilst maintaining appropriate awareness of service provider requirements. You shall be expected to identify, discuss and action own professional performance and training / development needs with your line manager through appraisal / individual development plan. You shall also be expected to attend internal and external training events and participate in all mandatory training as required, i.e. fire safety, information governance and all other mandatory training.
Person Specification
- Minimum 5 years' experience in Building Services industry.
- C&G qualified or equivalent in an electrical services/maintenance.
- 18th Edition IEE: Wiring & Installation competent.
- Recognised training or apprenticeship.
- Full clean driving license held.
- IPAF competence.
- Strong communication skills and the ability to deal with all levels of staff.
- Demonstrate a good understanding and be technically competent in all building services, in particular generators, static switches, water treatment, refrigeration and air conditioning.
- Proactive in achieving the highest standard of operation. Willingness to work towards AP level.
- Demonstrate a willingness to attend on and off site training for plant and systems as they are installed. This may require nights away from home.
