* Leadership to develop and implement corporate systems (such as GIS and LIS) to enable effective decision making.
* Leadership and management, support and guidance to intelligence staff across Public Health, the council and ICB’s partners on the application of the intelligence agenda.
* Statistical and epidemiological advice. Present complex statistical information to a variety of audiences.
* Leading on WIN Programme for Public Health Intelligence and deliver training and information module.
About the role
You will contribute to the Council by leading colleagues across Public Health, the Council and Partners in the development, implementation and application of statistical models to understand and forecast the impact of new policy/decisions, identify key issues, trends, cause and effect and predictions for public health needs. Also to deliver quality intelligence products for users and services which support effective planning, decision making, performance management and commissioning.

Job purpose
The leadership and management of functions within Public Health Intelligence.
The post-holder will be a member of the Public Health Intelligence team and the role will involve contact with senior colleagues, partners and members. Success will require building and maintaining strong relationships with these stakeholders.
The post-holder will need to demonstrate knowledge, commitment and experience of delivering significant aspects of an intelligence practice.
Responsibilities
* Lead on the development and delivery of the Council’s Intelligence agenda in the following areas:
* Access and provision of Public Health Information,
* Master Data Management,
* Customer Insight, Demography
* Health Economics and a population perspective for the ICB in Leeds
* Provide leadership to develop and implement corporate systems (such as GIS and LIS) to enable effective decision making.
* Provide leadership and management, support and guidance to intelligence staff across Public Health, the council and ICB’s partners on the application of the intelligence agenda.
* Provide statistical and epidemiological advice. Present complex statistical information to a variety of audiences.
* Lead on WIN Programme for Public Health Intelligence and deliver training and information module.
* Lead colleagues across Public Health, the Council and Partners in the development, implementation and application of statistical models to understand and forecast the impact of new policy/decisions.
* Lead colleagues across the Council and Partners, in the development and delivery of quality intelligence products for users and services.
* Identify, promote and lead on the implementation of the most appropriate technical systems for the delivery of intelligence products.
* Promote, demonstrate and evidence the Council’s values and expected behaviours.
* Build strong, dynamic relationships and networks with individuals, members and partners.
* Undertake development and management of staff within the service.
* Manage and control delegated budgets, resources and assets effectively and efficiently.
* Work flexibly across Corporate Intelligence and Public Health and within the respective teams.
* Work with officers, members and partners to achieve service performance and deliver outcomes.
* Maintain knowledge of local, regional and national issues as they relate to Public Health.
* Prepare and deliver briefings, reports and presentations at a senior manager level.
* Ensure decisions are taken in-line with the Council's Constitution.
* Implement, manage and adhere to effective governance and risk management arrangements.
* Manage and handle information and data in line with the Council's agreed policies.

Qualifications
* Degree qualification in a relevant discipline (or equivalent experience), Masters of Public Health / Epidemiology (or relevant specialist experience).
* Demonstrate highly specialist and in-depth knowledge of epidemiology, statistics and information analysis.
* Detailed knowledge of various statistical software packages, including SPSS, SPC, STATA, MS Excel Advanced and SQL Advanced.
* Experience of Public Health Analysis and mapping.
* Understanding of the application of GIS technologies within a large and complex organisation.
* Experience of using GIS tools to an advanced level.
* Understanding of the management and analysis of geo-spatial data.
* Experience of working with large and complex data sets for analysis and reporting purposes.
Access to Information
* Experience and understanding of business analysis concepts and methodologies.
* Understanding of people, processes and technology issues associated with effective intelligence solutions.
* Understanding of data quality issues and their impact on the business.
* Understanding of corporate performance management issues.
