Job Purpose
To provide Senior leadership of Rainwater Management design, technical and specialist related drainage activities at United Utilities. To inspire, motivate and influence technical change within the business, driving Rainwater Management solutions into our ways of working, leveraging multiple benefits for the North West and delivering best value for operations and our customers.
Key Responsibilities
* Representing and acting on behalf of UU on technical related activity for a defined programme including capital projects, operational support and strategic studies; including technical leadership for our WINEP and Better Rivers programmes.
* Strategic resource planning for all technical related resources across the business (internal & external), including line management for all technical staff.
* Raising the profile of UU and Rainwater Management solutions across the water industry and other sectors.
* Lead a Design/ Technical team (internal and external resources) and have accountability for technical decision-making in their area of responsibility.
* Provide design & technical expertise for Rainwater Management Solutions, including all Sustainable Drainage Systems (SuDS) and Nature Based Solutions (NBS).
* Through design, maximise the wider environmental benefits blue green solutions can bring, including the social and economic benefits to United Utilities and our partners in the North West, supporting a Natural Capital approach.
* Lead on the technical delivery and design management of projects and in-service support within budget and programme to all internal clients.
* Drive new innovative design ideas when developing efficient rainwater management solutions, including accelerated delivery and affordability.
* Be a point of technical escalation to drive timely decisions to enable the Project Teams to proceed.
* Provide strategic leadership and manage numerous multi-disciplinary (internal and external) Rainwater Management technical teams; to investigate, design and recommend solutions to the business that improve or resolve the management of surface water.
* Explore additional ways for managing rainwater across the system e.g. Rainwater Harvesting to reduce water consumption, Reed Beds to help water quality and Surface water separation to reduce flooding/spills.
* Support leadership in strategic resource-planning activities from graduates to national experts, including succession-planning, training and development, talent mapping etc. across the business regardless of organisational home/ reporting lines, ensuring that all members of the team are suitably trained and competent.
* Maintain an active high impact dialogue with internal and external stakeholders, responding to feedback appropriately, to maximise internal and external customer satisfaction.
* Ensure streamlined processes with clear roles and responsibilities across the Project Delivery System.
* Promote technical leadership, excellence and governance to develop and maintain a technical competency framework, ensuring it is fit for purpose and applied with a consistent approach across the business.
* Lead the design and implementation of processes and policies resulting from changes in legislation.
* Develop and deliver Rainwater Management transformation related activities.
* Manage relationships and contracts with Design Partners and Delivery Partners.
* Owner of asset standards, including relating to technical software and hardware.
* Lead the identification of risks associated with rainwater management that may affect design and project delivery also drive proposed changes to mitigate risk.
* Lead progress reporting at a programme level against deliverables to the appropriate governance groups.
Knowledge and Skills
* Chartered professional e.g. C.WEM (Chartered Water and Environmental Manager) or equivalent.
* Degree or equivalent qualification in an environmental or relevant technical discipline.
* Experience in delivering capital and strategic projects and providing technical expertise, design management and guidance.
* Significant passion to deliver Rainwater Management and green/blue solutions.
* Possess practical and theoretical knowledge of Rainwater Management interventions, including Sustainable drainage expertise (SuDS) & Nature Based Solutions (NBS), but also a good understanding of Drainage, Flood Risk and the Water Industry in general.
* Technical expertise and experience in the planning aspects of Rainwater Management solutions; including an understanding of UK and International technical policy, strategy, standards etc.
* Experience in leading successful multi-disciplinary resources in a highly technical and commercial environment; demonstrating excellent planning and organisational skills to facilitate management of own workload, and workload of direct and indirect teams to deliver to deadlines and quality expectations.
* Knowledge of the multi-disciplinary roles and activities required to deliver Rainwater Management in the Water industry, including but not limited too; Landscape architecture, Earth Sciences including Geotechnical and Physical Geography, Hydrology, Ecology, Modelling, Civils, Hydraulics, Environmental Planning, Drainage, Flood Risk, Natural Flood Management (NFM) & Water Quality.
* Proven communication skills (both verbal and written) with the ability to influence and persuade strategic decisions at a senior level internally and also externally with partners such as local authorities and regulators.
* Highly numerate with a well-developed understanding of business case development, including how to demonstrate best value and wider environmental benefits for Rainwater Management projects.
