About the Role
We are seeking a dedicated and knowledgeable leader to take charge of the operational management of the Medical Resourcing team. In this pivotal role, you will ensure the Trust delivers a robust and effective medical workforce supply. The role involves expertly managing key aspects of medical resourcing, including:
1. Consultant recruitment
2. Temporary staffing and locum doctor management
3. Ensuring compliance with medical terms and conditions of service
Your expertise will guide the Trust in navigating complex medical workforce matters, offering strategic advice to ensure policies and practices are aligned with best practice and regulatory requirements.
Main duties of the job
Key Responsibilities:
1. Lead and manage the day-to-day operations of the Medical Resourcing team to deliver an efficient and effective service.
2. Drive improvements in consultant recruitment, locum doctor management, and workforce planning.
3. Ensure compliance with medical workforce regulations and terms of service.
4. Provide expert advice and guidance on all aspects of medical resourcing.
5. Develop and maintain effective policies and procedures for safe and effective medical workforce management.

Person Specification
Education and Qualifications
* Masters degree or knowledge and expertise gained through in-depth experience in relevant field.
* CIPD registration.
* Evidence of CPD, including employment law updates.
* Project management.
Knowledge
* Expert level of knowledge in strategic workforce issues, including legislation, NHS policy, and best practice.
* Up to date knowledge of key issues in human resources and in local, regional and national networks and issues outside the organisation and how these impact on the Trust.
* Detailed understanding of M&D TCS and relevant National agenda items impacting medical and dental staff.
* Significant knowledge of UK employment legislation case law and good HR practice in order to deal with complex employee relations issues.
* Understanding of confidentiality & Data Protection Act.
* Detailed understanding of the principles of M&D recruitment processes, particularly the Consultant Appointments process and the Junior Doctor rotational placements.
* Knowledge of business planning, project management and risk management, and how those processes might be applied to organisational change.
* Knowledge of direct engagement models and Medirota.
Experience
* Significant and specialist HR experience in a role providing support to senior management staff in a demanding environment, working with managers to deliver high quality HR services.
* Significant experience of recruitment and HR management and supporting senior managers and clinicians in the same.
* Experience in reviewing, producing and implementing HR policies and procedures.
* Experience of HR management and change implementation in a unionised environment.
* Experience of trade union consultation and negotiation, especially via forums including the JDF, LNC and MSC.
* Managing change within medical workforce.
* Recruitment experience in the NHS.
* Experience of ESR and other relevant systems.
