The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

Estates has performance and audit management responsibility of key suppliers in the Estates organisational structure including the Integrator (management) level and four key supplier partners across FM, Security, Landlord & Lease Management, as well as Projects to ensure:
* All contract performance obligations are met in a timely and effective manner
* Compliance against specific performance criteria
* Appropriate risk mitigation measures are in place
* The value of the contract remains undiminished
The Performance Team Manager will lead a team who sit within Real Estate Service Delivery, and will focus upon measuring and managing the activities and performance of the supply chain, whilst working in partnership with the Integrator supplier partner to take receipt of performance audits and recommendations provided relating to all other supply chain members.
Key accountabilities
* Accountable for correct KPI’s and measures are included in contract documentation and the relevant processes are in place to pro-actively manage contract performance.
* Lead performance discussions with suppliers, considering mitigation actions and determination of applicable service credits
* Enhance supplier relationships by developing and continually improving upon post award SCRM performance and process.
* Design, develop and implement two way supplier performance scorecards and ongoing supplier performance improvement working with Category Management and Supply Chain Mangers to shape services and improve value derived from the Supply Chain.
* Through collaborative SCRM, research, create and lead strategies for added value and innovation to the Authority and Supply Chain team.
* Provides expertise and input to supplier negotiation process and tools.
* Supports the Category Management with development of supplier strategies, supplier assessment activities to support future sourcing activities ensuring these are joined up and actively co-ordinated.
* Provide strong leadership of the SCRM team to ensure all colleagues in the team are clear on their role and have a complete service delivery focus, and how they contribute to the strategic direction of the Estates directive.
* Actively champion and drive SCRM and the ‘one team’ culture across DWP Estates and supplier partners in the delivery of services and customer relationship management, encouraging joined up teamwork and establish professional relationships with a range of stakeholders to share information, resources and support.
* Continuous development and evolution of KPI monitoring, to ensure successful delivery of high quality outcomes that meet the Authorities needs delivering value for money.
* Lead relevant strategic supplier review meetings and governance process with supplier partners as per the Estates Category Management RACI and business process, promoting a culture of following the appropriate procedures to ensure results are achieved on time whilst still enabling innovation.
* Escalate contractual issues and changes to Category Management as required, whilst ensuring output and important messages are communicated with colleagues and stakeholders respectfully, taking into consideration the diversity of interests.
* Openly report and challenge where service deficiencies are revealed and take action to prompt / instruct / jointly agree implementation of sustainable performance and quality improvement measures, relating to the Integrator or in partnership with the Integrator for the wider supplier network.
* Provide performance input into commercial and financial assurance relating to all supplier partner contracts.
* Support in the negotiation and of a value for money settlement of the end of year PMS reconciliation and gain share or savings initiative management.
* Maintain and conduct robust contract and performance monitoring and measuring regimes to ensure the accuracy of supplier partner self-reporting against contractual KPIs and unavailability protocols.
* Transformation of the PMS capabilities to increase the functional capability aligned to Estates requirements and Authorities mission.
* Champion and support the Authorities operating model and organisational plan.
* Contribute towards and support the strategic direction and capabilities of the SCM, and ESMA senior management team, identifying professional development needs.
