MAARS Fostering Limited is a newly formed Independent Fostering Agency focused on recruiting, training, and supporting foster carers who can provide secure, nurturing, and stable homes for children and young people in care. Our goal is to meet the highest standards of care and compliance as outlined by Ofsted and other relevant regulatory bodies.
Job Purpose:
The HR and Admin Support Officer will play a key role in ensuring that our agency complies with Ofsted's Safer Recruitment practices. This role will provide administrative and HR support to ensure the smooth running of the office, particularly in relation to recruiting staff and maintaining safe recruitment procedures that prioritize the safety and well-being of children and young people in care.
Key Responsibilities:
1. Administrative Support:
o Maintain and update office records and filing systems, both physical and digital, ensuring confidentiality and compliance with data protection regulations.
o Manage office supplies and resources, ensuring the office operates smoothly and efficiently.
o Handle incoming and outgoing correspondence, including emails, phone calls, and physical mail.
o Organize meetings, appointments, and office events, ensuring compliance with safer recruitment practices when relevant.
2. HR Support:
o Lead on the safer recruitment process, ensuring all staff and volunteers undergo appropriate pre-employment checks, including references, DBS checks, and verification of qualifications.
o Ensure full compliance with Ofsted’s safer recruitment guidelines, including maintaining an up-to-date Single Central Record (SCR).
o Assist in creating and posting job adverts, screening applicants, and scheduling interviews while ensuring compliance with safer recruitment standards.
o Conduct thorough identity and right-to-work checks for all new employees.
o Support the onboarding process, ensuring all relevant paperwork is completed before staff begin employment, including enhanced DBS checks and professional references.
o Maintain accurate and up-to-date employee records, ensuring safeguarding compliance and confidentiality.
3. Compliance and Safeguarding:
o Ensure that the agency complies with all statutory requirements regarding safer recruitment, child protection, and safeguarding.
o Actively promote and maintain a safeguarding culture across the organization, including raising awareness of safer recruitment practices and safeguarding policies.
o Regularly update and monitor staff safeguarding training records, ensuring all staff meet the requirements for safeguarding children and young people.
o Assist in auditing HR processes and records to ensure they comply with Ofsted’s safer recruitment guidelines.
4. Policy Development:
o Assist in the development and updating of HR policies and procedures, particularly those related to safer recruitment, safeguarding, and employee conduct.
o Ensure that staff are aware of and adhere to all HR and safeguarding policies.
5. General Office Support:
o Provide general administrative support to the team as needed.
o Support office-wide projects and initiatives to improve operational efficiency.
o Handle ad-hoc duties as assigned by management.
Key Requirements:
1. Qualifications:
o A recognized qualification in HR or business administration is desirable, but not essential.
o Completion of, or willingness to undertake, training on safer recruitment and safeguarding practices.
2. Experience:
o Prior experience in HR or administration is preferred.
o Experience in implementing or supporting safer recruitment processes is highly desirable.
3. Skills and Competencies:
o Strong organizational and multitasking abilities, with a keen attention to detail.
o Excellent communication and interpersonal skills, with the ability to build relationships with various stakeholders.
o Proficient in using Microsoft Office and HR management software.
o Ability to maintain confidentiality and handle sensitive information with integrity.
4. Additional Requirements:
o A valid enhanced DBS check registered with the DBS Update Service.
o Two professional references, including at least one from your most recent employer.
o Willingness to undergo further safeguarding training as required.
