We are looking for a Fire Safety Advisor, this is a temporary contract for 6 months.

JOB PURPOSE
1. Support the Fire Officer to provide expert professional guidance and support to Managers and Staff in relation to the risk management of Fire Safety.
2. Manage, organise, implement, co-ordinate and maintain full and efficient Fire Safety practice and procedures and carry out the Fire Safety training of all staff.
3. Provide specialist advice to staff and outside contractors in respect of statutory Fire Safety legislation in existing and new buildings incorporating HTM 05 (Fire Code) and the Regulatory Reform (Fire Safety) Order 2005, with support from the Fire Officer.
4. Ensure all Trust Staff has access to Fire Safety training at least annually.
5. Carry out Fire Risk Assessments and review them annually. Prepare reports and prioritise action plans with regards to the ‘Significant Findings’.
SCOPE AND AUTHORITY
1. Support the Fire Officer to provide technical and professional advice on the management of Fire Safety to all levels of management and staff.
2. Act independently in the management of Fire Safety risk issues in response to those issues raised, with the authority to require the cessation of work by in-house staff and contractors if warranted.
3. Ensure the implementation of corrective work in areas where Fire Risk Assessments and reviews have highlighted remedial work is needed or where Fire Safety risk to personnel and property has been identified.
4. Have full access to the Estates database to maintain and update Fire Risk Assessments and annual reviews, also to inspect survey drawings.
5. Carry out/arrange the periodic maintenance programmes for the following fire safety equipment:
1. Fire extinguishers and fire blankets.
2. Fire alarm/detection systems.
3. Dry rising mains.
4. Evacuation equipment.
5. On-site private fire hydrant main.
6. Helipad DIFFS when delivered as part of the NHP programme.
KNOWLEDGE TRAINING AND EXPERIENCE
1. Educated to a minimum Graduate Member of the Institution of Fire Engineers standard (or appropriate or equivalent Degree).
2. Experience in a specialist relevant setting/environment.
3. Previous relevant experience in an NHS or relevant Local Authority setting.
4. Current working knowledge of the fire engineering/construction industry.
5. Ability to communicate with all levels of NHS staff, patients and members of the public using different communication methods including face to face, email, telephone, Teams and other 3rd party communication platforms.
6. Able to communicate with outside organisations (Fire and Rescue Service/Building Control etc.) and negotiate outcomes.
7. Provide and receive complex fire safety information from local authorities, fire engineers and other specialists.
8. Level 4 Fire inspectors Diploma qualification desirable.
PERSON SPECIFICATION
1. Degree level qualification or relevant demonstrable experience in Fire Safety auditing and compliance.
2. Certificate in Training Practice or extensive experience of preparing and delivering training.
3. Membership of a professional organisation (for example the Institution of Fire Engineers (IFE) or Institute of Fire Prevention Officers (IFPO)).
4. Level 4 Diploma Fire Inspector.
5. Diploma; Institution of Occupational Safety and Health (IOSH).
6. Training in Healthcare Fire Safety.
7. Registered as a fire risk assessor with a recognised accreditation body.
KNOWLEDGE & EXPERIENCE
1. Minimum 3 years experience in fire safety auditing and compliance.
2. Experience of preparing and delivering training courses.
3. Experience of working across organisational boundaries to improve standards.
4. Practical knowledge and interpretation of the Regulatory Reform (Fire Safety) Order 2005.
5. Experience and knowledge of undertaking Fire Risk Assessments.
6. Knowledge of Fire legislation and codes of practice for Fire safety training.
7. Ability to undertake fire safety audits.
8. Knowledge and experience in the application of Firecode.
9. Understanding of fire modelling techniques.
10. Knowledge of risk management techniques.
11. Practical knowledge and interpretation of Current Building Regulations.
