Role Summary
Background
The Council’s Adult Social Care Strategic Commissioning Business Unit, in partnership with Sheffield City Council, City of Doncaster Council and Barnsley MBC, have been awarded funding from the Accelerating Reform Fund (ARF) to develop an App to support unpaid carers living in the region. Following the selection of the APP developer, this post will support the Carers Strategy Manager to manage the project to its completion.
Reporting to the Carers Strategy Manager, the post holder will:
1. Be the point of contact between the APP developer, the ARF South Yorkshire cohort and the Commissioning Team.
2. Work alongside the other South Yorkshire partners to ensure the successful outcome of the project.
3. Lead the co-production of the APP content with a range of stakeholders, including unpaid carers.
4. Maintain a project plan and risk log, and monitor the performance of project activity, milestones, outcomes and outputs, thereby maximising project efficiency and efficacy.
5. Uphold high levels of customer service to individuals engaged with the project, building good working relationships to successfully complete the project.
6. Advise and challenge project stakeholders on agreed timescales, priorities and deadlines.
7. Produce and update reports for the Directorate Senior Leaders.
Key Duties/Areas of Responsibility
1. Provide specialist technical and professional advice to the service and its customers.
2. Lead/facilitate other staff to ensure effective service delivery and delivery of projects, including training, planning and allocating work, checking work is done to time and quality and carrying out on-job training.
3. Carry out research, monitoring of data and reviews of local and national policy and best practice.
4. Provide effective performance management and coordination of the resources allocated to the delivery of projects and the service, including contract management of providers.
5. Ensure performance indicators and targets are met and monitor and review standard procedures, operational practices and set up revised working practices.
6. Organise and chair meetings, focus groups and working groups, both internal and external, including setting or agreeing agendas.
7. Ensure good financial management to meet budgetary targets.
8. Promote good working relationships with internal customers, other local authorities, outside agencies and the private sector.
9. Present formal and informal reports to all levels of management and Elected Members, including recommendations for improvement or future action.
10. Handle customer complaints (verbal and written) to the appropriate resolution within agreed timescales.

Essential Criteria
1. Extensive experience in providing high levels of customer service to individuals engaged in a project and building good working relationships.
2. Project management activity, measuring milestones, outcomes and outputs and maximising project efficiency and efficacy.
3. Overseeing the resolution of conflicting priorities within a project and developing robust methods to monitor project progress and meet deadlines.
4. Preparing project status updates and outcomes achieved for communication to stakeholders, sponsors, and all levels of management.
5. Undertaking and managing co-production activity, both internally and externally, to seek views and accurately report those views, monitoring the delivery of arising actions.
6. Utilising a wide variety of computer applications including word processing, spreadsheets, databases and presentation packages.
Expected level of qualification:
Level 7 qualification e.g. Post Graduate Certificates and Diplomas with a considerable breadth and depth of knowledge across the relevant specialist area, or a range of areas Or Evidence of the equivalent level of knowledge gained through work experience.
