Job Title:HR Manager (Full-time permanent) 36.25hrs, Salary Circa - £35-40K Location:Newry Credit Union Reports to: CEO Job Summary: The HR Manager will manage the HR function and have responsibility for the planning and delivery of HR service to Newry Credit Union. The role has a broad generalist remit and will be specifically responsible for advising management in relation to all aspects of staff management, development and all issues relating to organisational development processes and employee relation issues. The HR Manager will work together with CEO and Senior Management Team, keeping up to date with Newry Credit Union service developments and continuously seeking to improve processes and ways of working, to ensure the provision of a seamless, efficient, and professional HR service. Key Responsibilities Development of the HR function Continuously develop the HR function in order to deliver a modern, flexible and effective service ensuring that it creates and adds value to Newry Credit Union. Manage the provision of all core HR services - recruitment & selection, learning and development, performance management, attendance management, key performance indicator reporting and management, health & wellbeing, employee relations, policy development and the full application of associated policies and procedures. Build strong working relationships with CEO/SMT/Other functions across the organisation in order to develop an understanding of these areas to enable the best level of support to be delivered. Provision of HR Support & Guidance Develop HR Strategy for Newry Credit Union in conjunction with CEO/Board Work closely with CEO, Senior Management, and staff in assisting them to understand and implement policies and procedures and employment legislation changes. Provide advice on terms and conditions, pay and other remuneration issues. Work closely with managers to improve employee relations (ER) activity particularly around absence and performance management, discipline, grievance, absence etc. Provide specialist knowledge, support and advice to line managers in relation to the effective application of HR best practice, HR policies, procedures, terms and conditions, and employment law requirements. Overall management of HR software Support Organisational Development projects to deliver interventions and associated change. Act as a catalyst for change and innovation, driving cultural change to transform service delivery and improve organisational effectiveness to Members. Embed Newry Credit Union values by facilitating organisational/cultural change through engaging people in the identification/understanding of the need for change. Recruitment & Selection Lead and participate in the recruitment & selection of the highest calibre of staff and improve the management of turnover so that Newry Credit Union is able to attract and retain people with the right skills and abilities needed to deliver financial services to its members. Recruit staff - developing job descriptions and person specifications, preparing advertisements, checking application forms, shortlisting, interviewing, references and selecting candidates in line with Newry Credit Union policy and legislative requirements. Ensure an effective induction programme for new staff to enable a full integration into the organisation. Training & Development Plan training and development for new and existing staff. Maintain records of CU online learning and update information to training plans. Ensuring annual performance reviews are completed and advising managers of same. Support the development of performance management capabilities by providing guidance to managers to successfully translate their business goals into SMART performance objectives for individuals and teams. Equality Promotion & Monitoring Promote equality and diversity as part of the culture of the organisation to include communications, induction training, etc. Assist in ensuring the organisation fulfils its legal responsibilities with regard to Equality Legislation, including monitoring all recruitment exercises in line with Newry Credit Union Recruitment and Equal Opportunities Policies, and taking action as appropriate. Complete and analyse the Equality Commission Monitoring Return on an annual basis Administration & Reporting Ensure HR administration is carried out effectively and efficiently. Provide monthly HR updates and KPI reports to the CEO/Senior Management Team and Board. Managing internal HR IT system Manage attendance and associated issues including Return to Work interviews, occupational health referrals, risk assessments, etc. Research, draft and implement new and revised policies and procedures to reflect HR organisational approach or legislative changes. Communications Participate as the HR representative of the Joint Staff Management Consultation Committee and co-ordinate monthly meetings. Participate as a member of the Health & Safety and Risk Committees. Personal Development Proactively maintain and update own knowledge of HR issues including employment legislation, keeping abreast of changes in legislation and practice, ensuring that knowledge is shared and acted upon and that the organisation always remains compliant with all legislative requirements Ensure the use of up-to-date practices is developed through networking and alliances with relevant external HR personnel and formal bodies e.g. ILCU, FSB, CIPD, LRA, Equality Commission etc. Essential Criteria Applicants must demonstrate on their CV how they meet each element of the essential criteria. Qualifications: 3rd Level Qualification in Human Resources (such as degree or diploma- including Level 5 CIPD) Chartered membership of CIPD or associate membership with a minimum of 3 years experience working in a senior HR role Experience: A minimum of 3 years experience (in the last 10 years) working at HR manager levelto include responsibility for developing and achieving and analysing HR KPIs and implementing HR policies and procedures. Demonstrate experience of providing professional HR advice and guidance to staff at all levels. Demonstrate experience of operational recruitment and selection processes. Demonstrate experience of managing a range of employment relations issues such as disciplinery and grievance and sickness absence. Ability to demonstrate an up-to-date knowledge and practical application of NI employment legislation. Skills & Knowledge: Proficient in the use of Microsoft office and HR IT systems Ability to demonstrate effective organisational skills with the ability yo work under pressure to tight deadlines. Demonstrate the ability to build and maintain effective working relationships with key stakeholders.
