Contract Engineering Manager (CEM) Civils - Drainage, Geo-Technical, and Fencing
The Contract Engineering Manager (CEM) will oversee engineering delivery for projects involving civil engineering, drainage, geotechnical works, and fencing. Acting as the technical authority, the CEM ensures that solutions meet contractual, regulatory, and technical standards. Additionally, the CEM will serve as the Temporary Works Designated Individual (DI) for the business, play a key role in supporting tendering activities, and drive the implementation of sustainable engineering solutions to reduce environmental impact.
Key Responsibilities
1. Engineering Leadership
- Act as the lead engineering authority for civil engineering projects, focusing on drainage, geotechnical, and fencing disciplines.
- Liaise with clients, subcontractors, and stakeholders to ensure engineering objectives align with project requirements.
- Provide technical direction and mentorship to engineering and project delivery teams.
2. Sustainable Engineering Solutions
- Integrate sustainable practices into all aspects of design and delivery, ensuring projects align with environmental and sustainability goals.
- Identify and promote opportunities to use low-carbon materials, efficient construction methods, and innovative technologies.
- Collaborate with stakeholders to incorporate biodiversity enhancements and mitigate environmental risks.
- Support the preparation of sustainability assessments and carbon reporting for tender submissions and project execution.
3. Tendering & Pre-Construction Support
- Collaborate with the bid team to develop innovative, cost-effective, and sustainable technical solutions for tenders.
- Review and contribute to technical sections of tender documentation, including method statements, risk assessments, and preliminary designs.
- Identify project risks and propose engineering mitigation strategies during the bidding stage.
- Engage with potential clients and stakeholders to clarify technical and sustainability requirements while showcasing the organisation’s capabilities.
4. Design Management
- Oversee and manage the delivery of designs for permanent and temporary works.
- Ensure design solutions comply with relevant standards, including BS 5975 and other applicable codes.
- Review and approve designs across civil, drainage, geotechnical, and fencing scopes, coordinating multi-disciplinary inputs.
5. Temporary Works Designated Individual
- Act as the business's Temporary Works Designated Individual (DI), responsible for implementing and maintaining a robust temporary works procedure.
- Approve temporary works designs and ensure compliance with relevant safety and quality standards.
- Maintain accurate records of temporary works designs, risk assessments, and compliance checks.
- Train and guide project teams on temporary works processes and requirements.
6. Technical Assurance
- Develop and implement technical assurance processes for project delivery.
- Conduct design reviews, risk assessments, and constructability reviews to identify and mitigate risks.
- Ensure engineering documentation, including method statements, is accurate and comprehensive.
7. Project Delivery
- Collaborate with project managers to integrate engineering deliverables into overall project plans.
- Address technical challenges and develop practical solutions, especially in drainage, geotechnical, and fencing contexts.
- Ensure timely delivery of engineering outputs within budget and scope.
8. Compliance & Safety
- Ensure all engineering and temporary works activities comply with safety, quality, and environmental regulations.
- Support the development of safety documentation, such as Construction Phase Plans and Temporary Works Risk Assessments.
- Promote a strong safety culture throughout project teams.
9. Stakeholder Engagement
- Represent the organisation in technical discussions with clients, regulatory bodies, and third parties.
- Build and maintain effective relationships with key stakeholders to facilitate project success.
10. Reporting & Documentation
- Prepare and present engineering reports, progress updates, and technical documentation.
- Maintain detailed records of engineering decisions, changes, and approvals for audit purposes.
Key Skills & Qualifications
Essential:
* Degree in Civil Engineering or a related discipline.
* Chartered or Incorporated Engineer status (or working towards).
* Demonstrable experience in civil engineering, particularly drainage, geotechnical works, and fencing.
* Extensive knowledge of BS 5975 and temporary works management.
* Proven ability to manage multi-disciplinary design and delivery teams.
* Experience supporting tendering processes, including preparing technical submissions and identifying engineering solutions.
* Demonstrated commitment to implementing sustainable and environmentally responsible engineering practices.
* Excellent communication and leadership skills.
* Strong problem-solving and decision-making abilities.
Desirable:
* Experience in the construction, infrastructure, or geotechnical sectors.
* Familiarity with engineering software such as AutoCAD or other design tools.
* Knowledge of Health, Safety, Quality, and Environmental (HSQE) management systems.
