Overall Responsibility: Responsible for offshore crewing activities on the fleet allocated. Direct liaison with Client on all crewing activities. Supervise an assigned team, ensuring that the company’s vessels are manned with competent, qualified, and suitably experienced personnel.
Key Responsibilities:
1. Management of the crewing function, ensuring vessels are adequately manned with competent seafarers and compliance with Company safety management system.
2. Day-to-day management of an appointed team and allocation of resources, ensuring adherence to company policies and standards, including administration and tracking of annual leave and absence records.
3. In conjunction with Line Manager, develop a manpower strategy, ensuring Company Key Performance Indicators are incorporated.
4. Management, implementation, and compliance of the manpower strategy.
5. Ensure the fleet complies with the latest requirements of the Maritime Labour Convention (MLC).
6. Ensure adequate union cover is in place for the assigned fleet.
7. Management of the crewing system for storing all required personnel records.
8. Direct liaison with client, operations, technical departments, and external client representatives on manning issues.
9. Management responsibility for vessel running costs, ensuring processes and procedures are in place to achieve agreed budgets.
10. Liaison with operations/technical departments and Senior Management or Client regarding personnel disciplinary issues aboard company-managed vessels.
11. Ensure procedures are in place for adherence to any charterers crewing matrix.
12. Manage the development of employees within the team, ensuring the development of all direct reports is managed and recorded.
13. Input and preparation of crewing budgets.
14. Disseminate Company values and behaviours, ensuring awareness within the team and demonstrating the key behaviours we seek within NMMS.
15. Conduct monthly manpower analysis, projections, and prepare monthly and quarterly Marine HR KPI reports.
16. Prepare, monitor, and review monthly the annual manning and crew travel budget analysis/OPEX reports for the fleet, in liaison with the business control.
17. Support the preparation of quarterly budget reviews for specific customers.
18. Travel to Group Company offices as necessary for auditing, etc.
19. Other tasks and ad hoc project work as deemed necessary and relevant by the Company.
Essential Qualifications:
* University Degree level of Education, preferably in HR or General Business.
* Demonstrated experience of managing and leading diverse Crewing Personnel.
* Highly Organised.
* Ability to work under pressure.
* Analytical thinker.
* Influencing/negotiation skills.
* Relationship building/People Person.
* Excellent Microsoft Office experience.
Desirable Qualifications:
* Previous experience working within a seagoing HR team for a ship management company.
* Familiarity with shipping HR related legislation; STCW, MLC.
