What is the opportunity?
You will be the Senior Manager, HR Governance for a fixed term of 12 months.
You will own, design, co-ordinate, manage, oversee and deliver HR operational processes on a cross-entity and cross-platform basis, that relate to compliance with the Senior Manager & Certification Regime (SMCR) and Markets in Financial Instruments Directive II (MiFID II).
You will also be the subject matter expert (SME) for all SMCR related matters regarding the Certification regime on a cross-platform basis.
You will lead, enable and support the Director, Head of People Services and the MD, Head of HR with the implementation of HR governance initiatives.
What will you do?
* Owns, designs, co-ordinates, manages, oversees and delivers HR operational processes that relate to compliance with SMCR. Including but not limited to the on-boarding of regulated individuals, Fitness & Propriety Assessments, SME to the business (also within HR) on all topics SMCR related and oversight of all data management.
* Coordinates and/or collates HR-related regulatory responses. Liaises directly with regulator on matters relating to the FCA Register.
* Escalates to senior stakeholders any regulatory risks through the coordination and management of the Fitness & Propriety Forum, and as HR Governance representative at SMCR Oversight Committee.
* Designs and presents recommendations to senior stakeholders on the steps required to mitigate regulatory risk (SMCR).
* Creates processes to manage SMCR related activities and oversees application. This includes the creation and upkeep of all policies and procedures.
* Supports the Director - Head of People Services and the MD - Head of HR on activities relating to conduct and culture, regarding HR and HR Governance.
* Leads on special projects as required to support mandate.
* Manages complex third-party supplier management, such as background screening vendor and SMCR system solution provider. This includes the on-going process of making improvements within the SMCR system and project management of the role out of additional modules.
* Owns, designs and manages operational processes in relation to MiFID II e.g. annual Knowledge & Competence (K&C) assessments, to ensure that RBC is meeting regulatory requirements.
* Responsible for all SMCR and MiFID data held within the regulatory management system and the oversight of all processes related to data management.
* Main point of contact for all Audit topics relating to HR Governance.
What do you need to succeed?
Must-have
* Proven and demonstrable experience designing and delivering on HR operational processes relating to compliance, including SMCR.
* Subject matter expert regarding the SMCR requirements.
* Experience communicating effectively with senior stakeholders and managers.
* Experience leading on projects.
* Has managed junior team members.
Nice-to-have
* Similar banking or financial services background with an understanding of a large matrix organisation and regulatory requirements.
