We have a fantastic opportunity for a Deputy Utilities Coordinator to join one of Europe’s most dynamic highway projects: the M25 London Orbital Motorway, managed by Connect Plus Services (CPS).
This role offers flexibility to work from our offices in either Leatherhead, South Mimms, or Dartford.
CPS is a joint venture between Balfour Beatty, Atkins, and Egis, entrusted with operating and maintaining the M25—the busiest section of motorway in Europe. With over £100 million of annual investment in the highway infrastructure, this project is unlike any other, offering unmatched challenges and opportunities in highways engineering.

What you'll be doing
As the Deputy Utility Coordinator, you will support the Utilities Coordinator with the review and approval of all plans to break ground and ensure works are being planned in accordance with the Balfour Beatty Avoiding Danger from Services policy, HSG47 and GS6.
You'll also support the site teams in achieving a fully compliant and safe delivery of all works in the utilities sphere while striving for best practice in all matters related to utilities.
Key Responsibilities:
* Permitting & Compliance: Manage and support the permitting approval process, ensuring adherence to the Permit To Break Ground (PTBG) system.
* Utility Surveys: Conduct utility surveys with operational teams to develop safe methodologies of work.
* Site Support: Conduct site visits to ensure compliance with PTBG processes and provide guidance on safe practices.
* Stakeholder Engagement: Liaise with utility owners and internal teams to address approvals, unforeseen issues, and improve processes.
* Training & Best Practice: Engage with site teams to enhance training requirements and improve breaking ground processes.
* Administration: Assist the Utilities Coordinator with responding to asset inquiries and maintaining necessary documentation.
Working arrangements:
This role will involve travel across the M25 network and a company van and fuel card will be provided.

We’re seeking a proactive professional with experience in construction works interfacing with utilities, who can communicate effectively and drive compliance.
Essential Qualifications & Skills
* Driving License: Full, clean UK driving license (B/B1).
* Certifications: NRSWA – Supervisor qualification.
* Knowledge: Strong understanding of statutory safety procedures, utility drawings, and PAS-128/256 standards.
* Expertise : Experience with GS6 and HSG47 guidelines for overhead and underground utilities.
* IT Proficiency: Competence in MS Word, Excel, and Outlook.
* Communication: Excellent verbal and written communication skills.
