About the Role We are seeking a highly experienced Senior Development Manager to join a dynamic and forward-thinking local authority in Surrey. This role offers the opportunity to lead a residential development of 100 units through the early RIBA stages (0-4), with the potential to work on larger, high-impact schemes in the future. Key Responsibilities Project Leadership: Manage residential development projects from feasibility through to planning submission, ensuring successful progression through RIBA stages 0-4. Stakeholder Engagement: Conduct community consultations, manage relationships with key stakeholders, and present to boards and committees. Procurement and Management: Lead procurement exercises for consultants and main contractors, utilising public sector frameworks such as Bloom, SCAPE, and NEC4. Feasibility and Planning: Develop robust business cases, carry out feasibility studies, and manage planning applications to achieve timely approvals. Financial and Risk Management: Oversee budgets, manage grant funding processes, and contribute to financial appraisals to maximise project profitability. Team Collaboration: Work collaboratively within a small, agile team, contributing to strategy and delivery while maintaining a hands-on approach. About You To thrive in this role, you should have: Proven experience managing residential schemes (100 units) in the early RIBA stages, ideally within a local authority or public sector context. A strong track record of delivering complex projects on time and within budget, with expertise in community engagement and stakeholder management. Familiarity with public sector frameworks and experience with procurement processes. Desirable: Experience using ProVal for development appraisals and a construction background to support technical aspects of project delivery. Excellent communication and presentation skills, with the ability to influence and guide decision-making processes. Professional qualifications such as MCIOB, RICS, or similar are highly desirable. What We Offer Competitive daily rate (£500-£550 inside IR35). An initial 8-12 month contract with a strong likelihood of extension.
