Technical Services provides in-house consultancy to DIO and the wider MOD, the specialist skills available through the Technical Services team span Construction, Engineering, Health and Safety, Safety Systems, Environmental Management, Sustainable Development, Access and Recreation, Historic Environment and Natural Environment.
This position is advertised at 37 hours per week.
Job description
Working within the Health and Safety Policy and Assurance Team, the �Data & Analytics Support Officer �is responsible for two primary activities:
7. The coordination, capture, processing, validation, database incorporation and preliminary analysis of Industry Partner (contractor) accident, incident and near miss records extracted from the monthly contract HS&EP Reports.
8. The preliminary analysis of accident, incident and near miss records (primarily DIO Staff) extracted from the Infrastructure Management System (IMS) Accident & Incident (A&I) Database.
The activities/tasks required to be undertaken are:
9. Close liaison with the Contract Reporting Officers (ROs) to ensure the timely receipt of their monthly contract A&I reports.
10. Assisting the SEO Post with Group Contractor RO A&I Reporting training sessions and, when essential, performing one-to-one training�with them (potentially face-to-face at their work location).
11. Close coordination with the DIO Inc Cell to ensure that any �Dual Reported� contractor records entered on IMS by DIO Staff accurately reflect the final version of the record contained within the associated Contract monthly Report and that all Contractor RIDDOR events are present as records on IMS.
12. Assisting the SEO Post with the production of A&I Summary and Statistics Reports.
13. Assisting the SEO Post with Record Data Quality Audits.
Person specification
The post holder should have past experience, knowledge and demonstrable skills in the following areas:
14. Essential � UK HS&EP legislation, in particular a sound understanding of HSE RIDDOR regulations (Reporting of Injuries, Diseases and Dangerous Occurrence Regulations).
15. Essential � User level familiarity of at least one Accident, Incident & Near Miss Reporting System.
16. Desirable- Health & Safety and Accident, Incident & Investigation Management.
17. Essential � Design and construction of large Microsoft Excel workbooks and the use of complex formulas to to manipulate large data-sets and extract statistics.
18. Desirable- Design and construction of Microsoft PowerBI Dashboards to manipulate large data-sets and extract statistics.
It would also be Desirable should the applicant have either qualification or willing to work towards:
19. Desirable - NEBOSH General Certificate or equivalent.

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.
Where business needs allow, some roles may be suitable for a combination of office and home-based working.� This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
