There is an exciting opportunity to join Bellway, one of the UK’s largest house builders. Our Essex Division is looking to recruit a Planning Manager to join the Division’s Land department.
The Role
The Planning Manager reports to the Land Director and is responsible for advising the land teams on all aspects of planning policy and development control affecting land acquisition. This role is also responsible for the management of strategic land.
Principal accountabilities of the Planning Manager role include:
1. Provide day-to-day planning advice to land teams primarily on residential schemes but also mixed-use developments.
2. Identify, negotiate and secure strategic land for the Division.
3. Management and promotion of the Strategic Land Portfolio to deliver sites to the division at the earliest possible opportunity.
4. Identify and advise divisional land teams of potential development sites that may become available through the prevailing/emerging planning policy.
5. Promote sites through the Local Plan system and keep landowners/agents as well as the divisional management team advised of progress.
6. Negotiate terms with landowners and agents to acquire land interests, working with the Land Director and Strategic Land Director as appropriate.
7. Prepare Planning Reports on land to be acquired by the division identifying any planning/commercial risk.
8. Formulate planning strategies to obtain planning consent in a timely manner that maximizes commercial returns for the company.
9. Negotiate with landowners, Local Authority officers, and the community regarding residential development proposals to ensure they are commercially viable.
10. Negotiate S106 agreements with the Land Team as appropriate in accordance with the Company's requirements.
11. Prepare and submit planning applications with the appropriate level of information to ensure compliance with Local Authority requirements.
12. Attend Planning Committee Meetings and present on behalf of the company as necessary.
13. Prepare, submit, and process Appeals, including preparing proofs of evidence and representing the company at Hearings/Inquiries as necessary.
14. Manage expenditure and prepare budget costs for planning applications/appeals, including the appointment of Consultant teams.
Experience, Qualifications and Skills
Experience
1. Experience of working as a Planner or Planning Manager.
2. Experience addressing the general public, council officers, and committee members in a public forum.
Qualifications and Training
1. Planning or Surveying Degree or above or equivalent is desirable.
2. Appropriate professional qualification, MRTPI, RICS, Chartered town planner is essential.
Skills and Aptitude
1. Effective communication and listening skills.
2. Excellent attention to detail.
3. Collaborative working with a diverse range of people.
4. Good administration skills.
5. Ability to work effectively to deadlines and manage multiple tasks simultaneously.
6. Proficient IT skills.
