The post holder is responsible for managing the delivery of Billable Works Services (projects) on behalf of our customer, through the lifecycle process in accordance with the Training Estate Support Contract (TESC) and DIO policy, working in collaboration with the Industry Partner. The post holder is responsible for providing advice and direction to stakeholders, both internal and external, on the management and operation of the TESC contract. They are the first focal point for all contract queries, escalating as necessary. The SEFM's Area of Responsibility is spread throughout the North of England from Otterburn Training Area (in the north) to Strensall Training Area (in the south), which is supported by a team of Estate Facilities Managers which are line managed by the SEFM. This position is advertised at 37 hours per week Job description Manage and lead a team of four Estate Facilities Managers. Carry out the responsibilities of the TESC contract on behalf of the Buyers Representative (Service Managers Representative), which includes both Core Contract activity and Billable Works Services. Act as the Primary Point of Contact for Area of Responsibility and proactively address all stakeholder concerns and issues (both Internal and External to DIO), raised formally or informally, ensuring that all interested parties are kept informed of emerging issues and that Contractual processes are followed. Authorise and supervise Billable Works Services with delegation. Work with DIO Stakeholders, Industry Partner and other contractors to identify, define and prioritise Billable Works Services requirements for their Area of Responsibility within the TESC timelines. Support the UK DTE Headquarters (UK DTE HQ) in the development of the Programme of Works, including future years planning. Develop and support Business Case production in collaboration with the Customer, Industry Partner and the Approval Authorities. Deliver the Asset Management function in accordance with TESC and wider DIO policy. Focal Point for the Assurance and Performance Managers on any assurance and performance matters that arise under TESC, escalating as required to UK DTE HQ. Manage and monitor Industry Partner performance in line with the TESC contract, escalating to UK DTE HQ and DIO Commercial where necessary. Chair and attend TESC governance meetings in accordance with TESC timelines. Support DIO and Customer reporting requirements as required by the UK DTE HQ. Support any Billable Works Services assurance activities as required by the UK DTE HQ. Ensure infrastructure risks are recorded and updated on the DIO risk register (SPRITe). Offer advice to the Head of Establishment on any Contract and/or infrastructure matters. Collaborate with Land Management Services in the development of Billable Works Services for the Tenanted Estate, and provide Contractual advice when needed. Support MOD sustainability policies. Adhere and promote ISO 44001 collaborative working practices and principles. Person specification Essential Experience and Skills Driving Licence (due to rural location of training camps and sites which are not accessible by public transport). Experienced in the use of Microsoft Office, especially Excel, Word and PowerPoint. Desirable Experience & Skills Experience of delivering a wide range of projects / programmes. Experience of delivering Facilities Management. Experience of Contract Management. Use of IMS or Industry equivalent. Demonstrable experience of collaborative working. Relevant project or facilities management qualification. Environmental Factors/Hazards Associated with the Post. Weather conditions can have a major impact on the working environment. Due to this and the need to visit project sites (some of which will involve construction), the post holder will receive appropriate PPE and training to operate safely within their Area of Responsibility. Licences Driving Licence The North Area of Responsibility is spread over a large area and some of its sites are located in remote, rural locations none of which are served by public transport. The post holder during the course of their duties will be expected to self-drive a pool vehicle to the locations throughout the year.
