Brief Description
The diversity of the N&E signalling infrastructure will excite and challenge the most capable engineer, from traditional mechanical signalling equipment to modern SMART I/O interlockings.
The successful candidate will be able to lead the development and implementation of a route specific asset management plan, delivering the highest level of safety and performance.
The Route Engineer (Signalling) must be able to empower engineers across the N&E route to deliver the best outcomes using all available data and decision support tools.
Recognising and working effectively with industry stakeholders is fundamental to delivering the right work in the right place at the right time.
In the N&E, asset management and maintenance work hand in hand; we use a systems thinking approach to create our core workbanks. Being a team player and considering a common currency of risk across functions is essential if you are to work as part of our team!
About the role (External)
1. Lead the development of route specific plans, including all maintenance, renewal and investment activity and lead the development and management of the associated prioritised investment workbank. Manage the inclusion of all investment items into appropriate programmes and track through to completion, including approval of programme changes. Determine and advise on the implications if work is not undertaken in the recommended time-frame.
2. Maintain records of overall Signalling asset condition, key risks, and performance impacts. Develop asset management plans that deliver required asset performance aligned to budget, objectives and network policy, as part of the continuous business planning process.
3. Monitor route asset management plans to confirm that they are appropriate to deliver required regulatory outputs and amend the plans as necessary to deliver compliant output targets. Agree maintenance activity volumes with delivery unit teams.
4. Sponsor Signalling renewal and incremental enhancement schemes, unless specific other arrangements have been made. Review investment papers for compliance to national requirements and participate in funding negotiations.
5. Work with other members of the asset management teams to review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and resolve critical technical problems.
6. Manage the development of renewal and enhancement schemes to meet Network Rail's goals in accordance with company asset policies and standards from project inception to transfer to delivery. Following transfer, provide technical resource to support the development and implementation of projects to confirm the technical requirements are sufficient, correctly interpreted and any changes agreed. Check that completed schemes are appropriately assessed to determine they meet the project remit.
7. Manage the specification of acceptance criteria for Signalling works including design approval, acceptance of equipment and hand back to maintenance as appropriate. Where necessary check that the acceptance processes are being discharged.
8. Act as engineering authority for engineering deliverables associated with maintenance, renewal and enhancement activities unless formally delegated to others, and provide a route-based engineering single point of contact for Capital Delivery, Maintenance and Operations senior management for Signalling assets.
9. Provide professional engineering leadership and manage the provision of a comprehensive [discipline] support service focussed on specified delivery units, but also supporting other delivery units when required. Provide nationally consistent advice and guidance in the production and acceptance of business focussed renewals proposals. Manage the monitoring and improvement of the technical competence of Signalling engineers in specified delivery units.
10. Manage the arrangements for technical briefing of engineers in specified delivery units in order that the purpose, as well as the content of standards, specification, etc. is understood.
11. Review, and approve as appropriate, derogations and non-compliances to standards in compliance with the delegated authority framework. Manage the response to applications outside of own delegated authority.
12. Collate any issues of regional / national significance and liaise with the region team to develop and spread consistent best practice. Support the development and review of national standards relating to renewals and enhancements. Collate, review and manage progression of potential improvements to standards from specified delivery units; provide feedback through the region engineering team.
13. Undertake Level 1 assurance and verification activities on asset maintenance, renewal and enhancement activity: to confirm planned activities are undertaken to satisfactory standard (including legislative compliance); to give feedback to delivery teams; to manage long term business risk and to optimise asset outcomes in line with policies and strategies for safety, performance and reliability.
14. Direct the scheduling of examination, inspection, monitoring and assessment of civils assets and the evaluation of the reports, and the production of route specific and asset type management regimes. Direct the implementation of mitigation measures when proposed asset management actions are deferred. (Applicable to Civils Assets Route Engineers only)
Essential
* Chartered Engineer
* Broad and extensive [discipline] engineering experience, particularly related to renewals and enhancements
* A detailed understanding of the maintenance of [discipline] assets
* A sound knowledge of technical, safety and performance standards relating to [discipline] engineering
* Proven ability to lead engineering activities in a business environment
* An understanding of safety management systems and risk assessment techniques
* Experience in the integration of complex engineering systems
* Understanding of CDM regulations

* Expertise in engineering management in a safety critical industry
