MMP Consultancy is seeking a dynamic and experienced Capital Programmes Service Manager to lead the development and management of a capital programme on behalf of a local authority based in Northwest London.
The programme will be aimed at improving and maintaining the council's corporate buildings and land. The successful candidate will lead major construction projects, manage budgets, and ensure that the council's corporate objectives are met.
The rate of pay is £400 - £475pd inside of IR35 via an umbrella company. Candidates will be required on site 2 days per week. This is a 6 month contract subject to extension.
Key Responsibilities
1. Develop, secure funding, and manage the capital programme and associated budgets for the council's corporate buildings and land.
2. Provide strategic advice to the Head of Estate & Facilities Management on policy and strategy development.
3. Lead operational teams and coordinate the council's approach to capital projects, ensuring positive outcomes.
4. Manage major construction projects to specification, time, and budget, including external third-party providers of technical advisory services.
5. Represent the council at internal, regional, and forums.
6. Ensure compliance with equality, and health and safety policies across all services.
7. Manage virtual capital project teams and support the development of an intelligence-led, agile operating model through a digital platform.
What You'll Need:
1. Proven track record in managing capital programmes and large-scale construction projects within a complex organisation.
2. Strong understanding of relevant health, safety, and legislative frameworks.
3. Experience managing teams, budgets, and external partnerships.
4. Excellent communication skills, with the ability to work effectively with a wide range of stakeholders, including senior managers, elected members, and external partners.
5. Experience in financial management, performance improvement, and continuous development methodologies.
6. Degree or equivalent experience in a relevant field, with continuous professional development.
7. A valid UK driving licence.
