About the teams
ACS Transformation, Community & Specialist Services
The role is part of the ACS Finance Business Partner team, providing expert financial support and advice to the Adult Care Services Department, particularly with regards to the budgeting and monitoring of demand-led care purchasing budgets.
We also provide support to our in-house Supported Living Units and Daycentres and work closely with health partners in the management of integrated health and social care, (pooled), budgets.
Capital & Treasury
The role is part of a team that provides technical financial advice and support for the County Council’s capital programme, which will deliver a variety of schemes to provide and improve services and infrastructure for Hertfordshire’s residents. The team is also responsible for managing the delivery of treasury management and banking processes, ensuring compliance with statutory requirements and financial management, including the management of the County Council’s investment and borrowing portfolio.
Community Protection
The role is part of the Community Protection Finance Business Partner team, providing expert financial support and advice to the Community Protection department, (including Public Health).
Systems
Our in-house Financial Systems team works closely with stakeholders across the organisation to implement new systems that support HCC's management of income and expenditure. We also support development work within existing systems, ensuring that any change does not impact business-as-usual activities and key services.
About the roles
ACS Transformation, Community & Specialist Services
This is a new role, combining expert financial support to Adult Care Services in the monitoring of their key transformational programmes and support to our In-House Services. You will need to be able to work under pressure and be the direct link to Senior Managers within the Service. The role will also entail:
* Taking the lead and supporting the in-year financial cycle and the medium-term financial planning process.
* Providing monthly forecasts and analysis for our In-House Services.
* Monitoring and modelling delivery of the key savings programmes.
* The support, development and training of the Accountancy Officer in your team.
Capital & Treasury
The role will provide day-to-day financial advice and guidance to deliver best practice and ensure regulations and procedures are adhered to. The role will support budget setting by reviewing and challenging business case proposals and will work across finance and with services to ensure timely and effective budget monitoring and reporting. This role will support the closedown of accounts, utilising technical accounting guidance to produce capital accounting adjustments and notes to the accounts, plus support the maintenance of the fixed asset register.
The successful applicant will be the finance lead on multidisciplinary projects and governance groups providing expert advice and support for high-profile schemes. The role will also work alongside team members to ensure resilience for Treasury processes and joined-up working across the capital and treasury function.
Community Protection
The role will entail providing expert financial support to Community Protection, taking the lead and supporting the in-year financial cycle and the medium-term financial planning process, providing monthly forecasts and analysis, monitoring and modelling delivery of the key savings programmes, and reporting on the Firefighters Pension Scheme.
Systems
This is a fast-paced environment, and tasks and priorities can change. Therefore, you’ll need to be able to work under pressure and be extremely well-organised, taking a pro-active approach to your workload.
The role is predominantly project-based and will include:
* Supporting the implementation of new finance systems across the council
* Supporting upgrades to finance systems (ERP, payment systems, etc)
* Development of automation and systems-based efficiencies in Finance
* Supporting the development of the Finance Intranet pages, including training and guidance to Finance staff
About you
Essential (all teams)
* CCAB qualified or equivalent or have significant proven experience.
* Ability to make effective use of multiple data sources and to use available tools to carry out detailed financial analysis.
* Ability to interpret, apply and explain financial policies, procedures and guidance.
* Ability to build relationships and communicate effectively with senior stakeholders, creating trust and confidence and being able to persuade and negotiate as to the actions required.
* Experience in presenting complex financial information to senior stakeholders to support proposed courses of action.
Essential (ACS / Capital/Community Protection)
* Experience in the support and monitoring of complex budgets
* Experience working within and developing financial systems.
Desirable (all teams)
* Experience in managing and leading a team.
