Staffordshire & Stoke-on-Trent ICB have an opportunity for someone accustomed to working at a senior level with Executive and Boards within the NHS or local Authorities to join as the Director of Integration. This is a key post within our organisation and will report directly to the Chief Transformation Officer.
The role will support the ICB to drive improvements in the integration of services, joint working with local authorities, development of place-based working, and transformation of services that are commissioned within the mental health, learning disability, and autism and downs syndrome (MH/LD/A/DS), children and young people (CYP) and integration portfolio areas.
Main duties of the job
The Director of Integration will act as an integral member of the senior management team within the Directorate and ICB, and act as the senior relationship manager for integrated working with the two local authorities.
The core purpose of the role is to lead the development of, and work in, strong partnership with the ICS system partners to plan, commission and ensure delivery of both place-based and system wide improvement initiatives, new innovative models of care, and ultimately better outcomes for people. This will include contributing to the development of, and then the delivery of programmes and projects as set out in the developing ICS medium term plan. The post holder will develop strategy, policies and operational procedures for the effective commissioning of outcomes with a strong focus on collaboration with ICS portfolios, provider collaboratives and place.
The role will also encompass the Portfolio Director responsibilities for the Mental Health, Learning Disability and Autism portfolio and the Children and Young People's Portfolio. As Portfolio Director, the role will act as the senior management lead who will focus on the delivery of the portfolio's aims and objectives. There will be day-to-day contact point for the ICS Senior Responsible Officer and will lead the deployment of portfolio resources across the agreed work programme to ensure robust commissioning arrangements are in place to support the overall work of the Portfolios.

Location: Home based/hybrid working (most of posts). Travel on occasions to a Hub location with at least 1 days’ notice.

Posts at Band 8c and above will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Detailed job description and main responsibilities
The post holder will be expected to operate individually and to possess and utilise specialist, in-depth knowledge and experience in the areas of strategic commissioning (including joint commissioning with Local Authorities), contracting and procurement, service redesign, operational management, provider management, performance management, budget management, partnership development/working and the management of staff to deliver the key areas of responsibility.
The post will require close working with colleagues across the local health and social care sector to:
* Act as a nominated Deputy for the CTO, including regular attendance at delegated senior partnership meetings and ICB meetings as required.
* Work in partnership with local authorities and providers to lead on strategic and integrated partnership plans.
* Develop further joint and integrated commissioning and working with the two local authorities.
* Develop the two ICS places through aligning place development with the strategic intent and direction of the ICS and the priorities of the Medium Term Plan – this role acts as the place development leader for the ICB.
* Manage all existing joint and pooled budgets (including the Better Care Fund) for best value commissioning arrangements and improved outcomes.
* Lead the development and implementation of the strategic planning and commissioning arrangements to support the MH/LD/A/DS and CYP Portfolios to ensure delivery of Portfolio priorities and the ICS Medium Term Plan.
* Manage the ICB budgets and any associated allocations (e.g., Service Development Funding) for MH/LD/A/DS, CYP (including SEND) and Integration.
* Respond to national priorities for MH/LD/A/DS and CYP ensuring projects and commissioning arrangements reflect best use of the budgets available.
* Drive improvement in outcomes for patients through robust management key performance indicators in contracts and monitoring of commissioning outcomes.
* Ensure the ICB is at the forefront of good/best practice through engagement with local and national leaders in commissioning, setting and delivery of robust and innovative contracts and the commissioning and delivery of integrated and complex services.
* Lead the planning and development of both system wide and internal efficiency and productivity schemes and other improvement programmes.
* Provide strategic and management support to colleagues including supervision and appraisal and development of personal development plans for direct reports.
* Represent the overall areas included in the role by attendance at local, regional and national events and meetings as required.
* Support the development and the implementation of the ICS Medium Term Plan.
* Participate in the ICB strategic on-call rota.

Education, Qualifications and Training
* Educated to degree level or similar equivalent academic ability.
* Significant evidence of continuing professional development.
* Masters/post-graduate education or similar equivalent academic ability demonstrated by experience.
Experience
* Evidence of successful working across whole organisational teams in a healthcare setting.
* Proven engagement with Executive and Boards in the NHS or similar.
* Commissioning, contracting and procurement expertise in healthcare environment.
* Experience of successfully operating in and delivering priorities in a partnership environment.
