Description Grade and Salary: Grade 7 (£36,023 - £45,585) FTE and working pattern: 35 hours (1 FTE – some requirement to work outside of normal hours) Purpose of Role The Health & Safety Officer will have a substantial role in fostering and strengthening the safety culture across the University to support the proactive management of all aspects of Health and Safety. The post holder will aid in the management of hazards/risk and ensure compliance with the wide range of legislation applicable to the work of the University, and to implement its Health & Safety Policy and Procedures, in order to provide a safe environment for staff, students and visitors whilst using the campus or carrying out activities on behalf of the University. The post holder will aid in the training of staff and students to support an effective health & safety culture. Summary of Key Duties and Responsibilities: Provide competent health & safety advice in terms of the Health and Safety at Work Regulations. Support the development and implementation of the University health & safety management system. Provide direction and support to staff and students on all aspects of health and safety t the Universities activities. Work with staff and students to ensure improvements to work practices and devise action plans to reduce risk and comply with evolving standards. Develop and deliver initiatives which foster and strengthen the safety culture within the University. Development and regular review of appropriate Health & Safety Procedures Monitor and keep abreast of developments in legislation, best practice, and University Health & Safety Policy. Carry out in-person DSE assessments when necessary. Support the development of local Codes of Practice and Guidance as required and ensure that this information is effectively communicated to all staff, students and visitors. Monitor aspects of practice and performance within the University operations, including conducting regular safety audits and inspections to ensure compliance with procedures. Ensure the risk assessment portfolio is current. Ensure essential records are maintained. Ensure compliance with relevant Home Office legislation, including reporting and preparation of annual returns where applicable Support the application and development of the University eLearning Health & Safety training platform. Deliver relevant elements of this training. Deputise for the Health & Manager at relevant Health & Safety Committee as necessary. Advise the Heads of School, Heads of Operations, and Senior Technical Services Managers on Health and Safety issues. Prepare regular action plan summary reports for relevant Management Groups. Contribute to University and campus contingency planning. Investigate and monitor all accidents, incidents, near misses and occupational health issues, identifying and implementing remedial actions as necessary. Participate in incident management as required. Liaise with Enforcing Authority and other regulatory bodies. Active membership in the University’s Emergency Response Team. All other duties consistent with the requirements of the role. Education, Qualifications & Experience: Essential A recognised qualification in health and safety (minimum NEBOSH Certificate) Educated to SCQF Level 7-8 (HNC/HND) or the equivalent comparable relevant work experience. Demonstrable experience of providing good customer service Proven IT skills and the use of electronic management systems. Substantial related experience in a Health and Safety environment Thorough understanding of the principles of Health and Safety Legislation and how they apply to University teaching and research Thorough knowledge of current Health and Safety legislation and experience of implementing Health and Safety policy and procedures Good organisation skills, with the proven ability to work to tight deadlines, both prescribed and self-imposed Excellent communication and presentation skills, with the demonstrable ability to produce concise written and verbal material Ability to establish and maintain good working relationships at all levels Self-motivated and pro-active Desirable Member of a professional health and safety body Experience of managing projects Experience of carrying out in-person DSE assessments Ability to coach, motivate, and assess Experience of working closely with stakeholders across all levels of the organisation Experience of safety management in a research –led environment or related field Proven track record of delivering change Understanding of the health & safety principles employed within laboratories and workshops Organisation Name: GALS – SafeGuarding Services About our School/Directorate and Team: Health & Safety is a key element of SafeGuarding Services. This Service encompasses emergency incident planning and management across all the University's sites in the UK, Dubai and Malaysia. The primary role of SafeGuarding Services is to provide an integrate framework to: Support an ethos of effective risk control to protect our staff, students, and others; and which protects University property and assets. Provide competent advice to the University Executive in support of the development and application of a management framework which ensures that the University can meet its statutory requirements and contributes to the University's values. Ensure that the University has a modern health and safety provision which meets its needs and enhances its reputation whilst supporting its strategic plans. React proportionately to incidents and accidents which may have an adverse effect to the University's business processes by provision of robust health and safety management framework which protects the University's population and assets.
