JOB DESCRIPTION Job Title: Climate Change and Sustainability Manager Directorate: Corporate Services Department: Administration Service Unit: Compliance Location: Bangor City Hall initially but may be required to work in other Council locations as required. This post is suitable for agile working Reports to: Head of Administration (under review) Salary Scale: P04 SCP 36 - 39 Car User Status: Casual PURPOSE AND FUNCTION OF THE POST The post holder will ensure the delivery of the Councils vision and strategic objectives with focus on matters relating to sustainability and climate change. They will be responsible for ensuring that the Council meets its statutory obligations with respect to Sustainability, Climate Change and Environmental Management. Will lead the Councils progress to transition to net-zero emissions: champion sustainability initiatives and innovative development in the Council. Will monitor the implementation of the Councils Sustainability and Climate Change Policy and action plan as detailed in the Roadmap to Sustainability. PRINCIPAL DUTIES AND RESPONSIBILITIES To be responsible for providing leadership on the Sustainable Development & Climate Change Function across the Council by helping to develop corporate goals and objectives that link into the Councils Corporate Planning Process. To manage the Councils compliance with its statutory duties under the provisions of the Northern Ireland (Miscellaneous Provisions) Act 2006, the Climate Change Act NI and provide statutory returns to Central Government on Councils performance as required. To support Heads of Service/Lead Officers on delivery of their services and functions to achieve strategic outcomes with a particular focus on climate change and innovation. To manage, review and actively promote Councils Sustainability and Climate Change Policy and Action plan as detailed in the Roadmap to Sustainability to all Council services. This will involve adding and re-prioritising actions based on the latest evidence, policy changes and new funding opportunities as well as providing advice to internal and external queries. To provide advice and guidance to services on climate change and resilience issues, including making arrangements that provide support to departments when evaluating the effects of their activities on climate related / resilience issues. To promote Council values and in particular to promote sustainability to ensure climate change issues, are included in all strategies, business plans and operational plans at all levels within the council and employees at all levels are encouraged to consider the climate change implications and sustainability of their day-to-day decisions when applicable and practicable. To develop effective collaborative relationships between the Council and all relevant external stakeholders, including government departments, researching, developing, implementing and monitoring actions and initiatives. Ensure that carbon reduction behaviours are embedded in Council policies and service plans to reduce carbon emissions arising from service activity. Identify new and innovative carbon reduction and sustainability opportunities and challenges for Council and make recommendations and develop business cases for new projects and policy responses. To manage and review Project Officers and their performance with the aim of development of skills and knowledge. To research and analyse technical and policy information on Climate Change and Sustainable Development topics, to help identify latest national trends and identify possible projects or best practices. Identify new and innovative carbon reduction and sustainability opportunities and challenges for Council and make recommendations and develop business cases for new projects and policy responses. Co-ordinate and provide insight into the development and delivery of necessary climate and sustainability plans across Council departments, in line with strategic corporate objectives, identifying and progressing any capacity building to support delivery across Council directorates and departments. Project manage specific climate and sustainability projects as required. To manage the associated budget for this post, including the preparation of an annual estimate. To lead, co-ordinate, monitor and report environmental information and consultation responses on behalf of the Council. Manage ISO 14001 international environmental management standard across all Council services. To encourage collaboration, partnership, integrated planning and outcomes-based approaches to ensure efficient and effective performance and continuous improvement of the service and to represent the Council on working groups, and at events and conferences To work in collaboration with appropriate Council officers to identify possible funding opportunities for Council climate and resilience activities and support the preparation of funding bids to the appropriate bodies. To carry out sustainability screening on the Councils policies, activities, and plans. To comply with and promote equality, health, and safety in accordance with Council Policies and legal requirements. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. Note: There is some requirement to work outside standard office hours PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge, and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. QUALIFICATIONS ESSENTIAL A degree (or equivalent qualification) in Environmental Management or a related discipline AND a member of a professional body such as the Institute of Environmental Management & Assessment. OR Five years management experience Management experience must include: Taking the lead in the management of a function/department or service area Evidence of working in a politically sensitive environment Evidence of internal and external stakeholder engagement and effective partnership working Evidence of researching, analysing, interpreting and presenting data for presentation to a wide range of audiences DESIRABLE A post graduate degree in Environmental Management or related discipline EXPERIENCE Two years management experience which must include: Taking the lead in the management of a function/department or service area Evidence of working in a politically sensitive environment Evidence of internal and external stakeholder engagement and effective partnership working Evidence of researching, analysing, interpreting and presenting data for presentation to a wide range of audiences Be able to demonstrate three years experience delivering quality standards across a varied service range Successfully developing and implementing a sustainability or climate change initiative within a large organisation. developing strong partnerships at regional, sub-regional and local levels with a range of external partners and stakeholders including government departments or agencies, businesses and other bodies in the delivery of major climate and sustainability programmes with positive outcomes. DESIRABLE Experience of working in a local government setting and/or experience of working with elected representatives. KEY SKILLS & ABILITIES A clear understanding of the legislative framework governing the environmental, climate and sustainability work of local government and how this will influence decision making.
