Within the Borough there is a significant variety development opportunity along with that of the large and small developments that will require Building Control input. Darlington Borough Council is looking to appoint a highly motivated and knowledgeable Building Control Manager.
You will have a relevant professional qualification, at least 5 yearsandrsquo; building control experience, including a constructive track record with partner organisations. Above all you will be a strategic leader who can continually improve our building control service in the ever-changing world of LABC.
You will be able to demonstrate your knowledge and understanding of; the legislation and technical documents which underpin the Building Regulations; your ability to solve problems pragmatically; experience of dealing with dangerous structures; an understanding of effective management of staff and budgets; an understanding of the requirements of the Safety at Sports Grounds Act and associated guidance.
You should also have a strong-minded determination to introduce and deliver change where it is needed to improve performance. This will particularly be important considering the incoming changes in relation to the Building Safety Act 2022 and the implications that this will bring. You should not only be alive to the issues involved but also ensure that the council and its staff are able to be ready for this new legislative change and implementation.
You will have detailed construction knowledge, and thorough technical experience to oversee statutory duties required by the building control service. There will also be a requirement to undertake enforcement action under the Building Regulationsandrsquo;, The Building Act 1984, and the Safety at Sports Grounds Legislation. As the Authority is a Unitary Authority, the post holder would also be the responsible technical officer for issuing and monitoring of the safety certificates for sporting venues that require safety certification for spectator attendance or for the issuing of Special Safety Certificates, under the Safety at Sports Grounds Act 1975.
The post holder or their deputy will also be the Chairperson for the Safety Advisory Groups for the sporting venues that require certification. You will need to meet a range of deadlines, keep records up to date and monitor weekly progress across a range of quality control and job completion information. You will need to be comfortable checking and inspecting works, along with the required certifications.
You will be required to build, a comprehensive knowledge of our internal processes and procedures and require excellent IT skills and have working knowledge of systems like Microsoft Office applications. To be successful you must have Excellent communication skills to be able to deal with a range of external stakeholders including homeowners, house builders, agents, and developers as well as internal stakeholders such as members and other council service areas. You will also need to have excellent written communication skills; excellent personal organisational skills and the ability to deliver a right first-time ethos.
You must use your initiative and find new ways to reach our goals. You should be motivated and committed to work within a small, dedicated team to provide a consistent high-quality service to our clients. You will have excellent communication skills and problem-solving abilities, whilst seeking to maximise marketing opportunities and contributing to the improvement and development of the service.
