The Role
The successful candidate will be a member of the CAA Senior Leadership Team and the People and Culture leadership team, accountable for delivering the CAA's organisational capability strategy to ensure the CAA protects people and enables aerospace.
You will lead a high performing and professional learning and organisational capability team ensuring the CAA has sufficient current and future capability to deliver its strategic vision of safe secure and sustainable aviation and aerospace working for consumers and the public.
Core Accountabilities
* Senior accountable owner for the creation, development, roll out, utilisation and measurement of CAA Competencies in the dimensions of leadership, management, technical and core competencies.
* Custodian of the CAA values, ensuring through others, that they are brought to life, having meaning for colleagues and are deeply connected into all the CAA delivers and how it delivers.
* Creation and roll out of a leadership development programme for both existing leaders and those identified with leadership potential.
* Creation and roll out of a management development programme for both existing managers and those identified with management potential.
* Senior accountable owner of the CAA's Talent Board (made up of all CAA Executive Committee), ensuring the CAA has cutting edge methodology to identify its future talent, both leadership and technical.
* Deliver talent development initiatives to ensure the identified potential talent is converted, delivering an ever-improving succession planning approach to help mitigate the scarce skills context in which the CAA delivers its responsibilities.
* Leadership of the CAA's STEM (Science, Technology, Engineering and Maths) strategy and programme of work, partnering with a wide range of external stakeholders including Department of Transport, the Princes Trust and Reach for the Skies.
* Improvement and leadership of the CAA's Skills Outreach programme, developing even more innovative ways to attract talent to the CAA.
* Leadership and delivery of the CAA's apprenticeship strategy, including early career apprenticeships and talent apprenticeships of those already employed by the CAA.
* Leadership and delivery of the CAA's induction programme, continuing to improve the experience for colleagues.
* Leadership and delivery of the CAA's early career strategy, including responsibility for the CAA's graduate scheme, any future partnership graduate schemes, work experience and internships.
* Leadership and delivery of the CAA's Future Capabilities diagnostic tool, using the internal and external evidence to partner with other People and Culture colleagues to develop and deliver the CAA's Strategic Workforce Plan 'Future Skills 2030 - 2035'.
* Creation of the CAA Academy, ensuring delivery of the 'Foundations' phase of the programme is delivered, then building Phase 2 and Phase 3 of the programme. Ensuring the CAA delivers on its ambition to provide colleagues with a unique, first class learning and development experience providing core and specialist skills training.
* Creation of CAA learning and career pathways, ensuring their deep connection to the CAA's Reward Model and future Job Families approach.
* Senior responsible owner for the CAA's Performance Development Cycle, ensuring the CAA's performance framework and its adoption in the CAA is matured over time, ensuring the tool is one that can measure performance and development needs equally and helps promote the CAA as a high performing organisation.
* Ensure the CAA provides coaching and mentoring services to CAA colleagues through a range of internal and external coaches and mentors.
* Act as the People and Culture's expert in leading, managing and communicating change, partnering with other parts of the CAA to improve the CAA's overall capability to implement change effectively, including cultural change.
* Creation of a programme to improve the digital competence and capabilities of CAA colleagues, partnering with technology colleagues, artificial intelligence policy colleagues and those in Corporate Enabling Services more widely to do so.
* Partner with Board, Executive Committee and Skyline Board colleagues to debate and improve the organisational capability of the CAA. Regular preparation of Board and Committee updates, using evidence and data to illustrate the continuing improvement of the CAA's capability.
* Ensure the development and completion of the CAA's Capability Dashboard, partnering with the CAA's Strategic People Partners to drive changes and improvements in local directorates.
* As a member of the People and Culture Leadership Team, actively participate in the leadership of the wider People and Culture team. Ensure appropriate governance and risk management practices are in place. Accountable for learning and capability related budgets and accountable for the overall People and Culture department's expenditure.
* Leadership and professional development of a high performing learning and organisational capability team, ensuring personal development plans and succession plans are in place and delivered.
* Partner effectively with the CAA's strategic people partners to deliver and roll out all the requirements listed above, ensuring the people partners are key stakeholders in developing capability building initiatives in the CAA.
About You
To be considered for the role you must be:
* An experienced Head of Organisational Capability or Head of Learning and Development, with experience of leading and developing a learning and organisational capability team.
* Possess demonstrable evidence of improving an organisation's capability, particularly leadership, core competencies and performance management.
* Possess demonstrable experience of the creation and delivery of strategic innovative initiatives and programmes of work which address an organisation's scarce skills challenges, in the short, medium and long term.
* Possess exceptional skills in managing a wide range of external stakeholders, with evidence of having been an organisation's external primary relationship contact to improve organisational capability.
* Possess excellent experience of creating data dashboards, generating insights and ensuring leaders make decisions and take action based on data and evidence.
* Have proven experience in leading and developing high performing learning and organisational capability teams.
