The Deputy Clerk role is integral to strengthening governance, enhancing financial oversight, ensuring compliance and supporting dynamic community engagement.

A key requirement of the role is a commitment to obtaining the Certificate in Local Council Administration (CiLCA) within 24 months of appointment. Support and funding for this qualification will be provided.
The Role
Role Title: Deputy Clerk
Location: Wombourne Parish Council Office, Wombourne Civic Centre
Responsible to: Clerk to the Council / Responsible Financial Officer
Status: Permanent (subject to a successful 6-month probationary period)
Hours: 25 hours per week:
* Monday: 9:30am – 2:30pm
* Tuesday to Friday: 11:00am – 4:00pm
* Plus attendance at two Monday evening meetings per month (Full Council and one Committee Meeting)
* Occasional additional out-of-hours work for events
Salary: LC2 SCP 18-32 (FTE £30,599 - £41,511)
Actual salary: £20,676 to £28,047 (starting salary will depend upon experience and qualifications)
Pension: Local Government Pension Scheme
Annual Leave: 22 days (rising to 26 after 5 years), plus bank holidays (pro-rata)
Working Environment: Office-based. Please note that the Clerk's friendly dog is often present in the office.
Key Responsibilities
Financial Administration
* Manage financial systems (AdvantEdge), processing payments, invoices and bank reconciliations
* Administer payroll using SAGE, including RTI and pension returns
* Prepare and submit VAT returns quarterly
* Support internal and external audits
* Produce regular financial reports and monitor accounts
Governance & Compliance
* Ensure adherence to legal and regulatory standards
* Monitor legislation and update Council policies accordingly
* Maintain accurate Council records, contracts and risk assessments
Council Meetings & Administration
* Prepare agendas, take accurate minutes and track action points
* Attend and support Monday evening Council/Committee meetings
* Handle correspondence, public enquiries and communications
* Deputise as Proper Officer in the Clerk's absence
Operational & Community Support
* Supervise staff during Clerk absences
* Support external funding applications and community initiatives
* Assist in managing room bookings and venue tours
* Maintain website and social media platforms
* Support key Council events such as the pantomime, carol concert and Parish Meeting
