£34,314 to £37,938 per year. (Salary Scale LC2) Full Time (37 Hours per week). Clydach Community Council is proud to serve the people of the town and local area. With a budgeted income of nearly a quarter of a million pounds, the Council plays a prominent role in the life of its residents, through the provision and delivery of a range of services. Answerable to the Council as a whole, the role will require you to act as the principal legal and financial officer of the Council, enabling it to fulfil its statutory obligations. As the Clerk/RFO ('Proper Officer') of the Council, you will play a key role in advising on, and supporting the formulation of policies, and ensuring the constructive and effective implementation of the Council's decisions. To be effective you will need to be able to demonstrate a dynamic skill set, including the ability to think and act strategically, as well as having experience of administrative management in a complex and challenging environment. This will include the supervision of four members of staff, and ensuring that the Council delivers all of its policies within the relevant legal frameworks and established best practice. An understanding of local government law and procedure is essential, and it is expected that you will have, or will work towards an appropriate professional qualification (Certificate in Local Council Administration or equivalent). A commitment to pursue continuous professional development is also expected. As a principal point of contact for the Council, you will need excellent oral and written communication skills. A good level of numeracy is also required to ensure delivery of the Council's accounts in line with the Financial Governance and Accountability standards for Local Councils. You will also need to oversee the careful administration of all the Council's records. Proficient 'Office' IT skills are also essential. Primarily working from the Council's offices, there will be some scope for an element of hybrid working, subject to agreement with the Council. Additionally, you will need to attend regular evening meetings (11 Full Council meetings), plus a further 30 committee meetings annually. Occasional weekend working will also be required.
