General
The Manager Corporate Safety (Departmental Safety Manager) is a key member of the European Cargo Safety, Security & Compliance team, based at Bournemouth Airport. The Manager shall coordinate the day-to-day running of the Safety Management System (SMS) in relation to the airline operations both internally and externally. Internal work includes the coordination of and in some cases the investigation of Safety Reports, coordination of safety issues with other internal departments, performing auditing activities, supporting the SAGs, coordination with the UK CAA on operational safety issues and the initial/recurrent training of European Cargo staff on the effective application of the SMS (philosophy, policy, procedures and tools).
Qualifications and Experience Required
To be eligible for the MCS role, the applicant should be able to demonstrate the following:
1. Minimum 5 years in an aviation safety related role;
2. Previous UK CAA Form 4 holder an advantage;
3. Sound knowledge of safety management principles and practices;
4. Sound knowledge of UK Regulation with regard to Air Operations;
5. Broad operational knowledge and experience in the functions of the airline;
6. Previous experience as Flight Safety Officer or equivalent Safety Manager qualifications;
7. Good working knowledge of Centrik;
8. Excellent inter-personal skills;
9. Sound knowledge of IT and Microsoft software (Word/Excel, PowerPoint etc).
Required Training Courses
• ICAO or UK CAA Safety Management Systems course completion;
• UK Flight Safety Committee (UKFSC) Flight Safety Officer course*;
• Approved Air Accident Investigation course*;
• CAA Flight Data Monitoring course*;
*training will be made available to fill any gaps as prescribed by the DCSS.
Main Duties
Duties of the MCS include:
1. Deputise as required for the Director Corporate Safety & Security (DCSS) in their absence;
2. Conduct investigations of Safety Incidents in a thorough and timely manner;
3. Advise and support a team of Departmental Safety Managers (DSM) across the company to develop the embedded SMS program;
4. Establish and manage the elements of the embedded SMS programme e.g. training, regular meeting schedules, one-to-ones, safety promotion, staff development etc.;
5. Devise a comprehensive corporate level, documented process for the identification, assessment and mitigation of risk associated with fatigue and tiredness among staff that perform safety critical tasks. Establish training programme and promote awareness in this area;
6. Attend and participate in meetings of departmental Safety Committees;
7. Accept confidential reports from all staff in accordance with the policies of the Confidential Reporting System;
8. Undertake Safety studies and produce recommendations;
9. Facilitate Hazard Identification & Risk Assessment of processes that could pose a significant potential risk to Safety;
10. The MCS shall interact with operational personnel, senior managers and departmental heads throughout the organisation. The MCS should also foster positive relationships with regulatory authorities, agencies and service providers outside the organisation;
11. Develop appropriate networks and opportunities for the exchange of safety information with Industry forums and associations;
12. Assist in the continuous improvement of the hazard identification and safety risk assessment schemes and the organisation’s SMS;
13. Analyse data for trends related to hazards, events and occurrences;
14. Investigate opportunities to increase the efficiency of processes. Measure the effectiveness and seek to continually improve the quality of processes;
15. The MCS is authorised under the direction of the DCSS to conduct safety audits, surveys and the inspections of any aspect of the operation in accordance with the procedures specified in the safety management system documentation;
16. Produce articles for publication in internal communications;
17. Represent ECL at meetings with external agencies;
18. Carry out other tasks as assigned by the DCSS.
