Estates Surveyor - Braintree District Council

Essex County Council (ECC) is supporting Braintree Council to recruit for the Estates Surveyor vacancy.
The Opportunity:
We have a new opportunity for an experienced property professional to join our Property and Asset Management Team at Braintree District Council.
The Role:
We provide professional asset and estate management services and deliver property management solutions for the general fund portfolio, which includes commercial properties and land such as corporate offices, leisure centres, investment properties, country park estates, and community centres.
This role supports the Service with the estate management of an allocated commercial and corporate property portfolio to maximise value for the Council. You will be supported by an administrative team.
Your duties will include:
* Landlord and Tenant professional and estate management work including leasehold and rent review negotiations.
* Monitor debt on the allocated portfolio for monthly review with the Head of Service.
* Progress leases, licences, wayleaves, and easements from agreement of Heads of Terms through to completion.
* Conduct property and land inspections to check L&T obligations and document records.
* Deal with estates issues such as land management disputes and assist other services with remedial action.
* Ensure H&S and EPC property compliance.
* Support the Council's annual asset valuation programme.
* Provide professional advice relevant to your expertise to the Council.
* Assist in the preparation and implementation of the annual Asset Management Plan.
Accountabilities:
* Advise colleagues on the best course of estates action.
* Ensure details are processed accurately by the asset team.
* Monitor debt on the allocated portfolio for monthly review.
* Progress leases, licences, wayleaves, and easements.
* Conduct property inspections and document records.
* Deal with estates issues and assist with remedial action.
* Support the Council's annual asset valuation programme.
* Assist the Building Surveyor and Asset & Project Officers with tenant liaison.
* Support the service to identify surplus and underutilised properties.
* Support governance processes including property transaction processes.
The Experience You Will Bring:
* Experience in estates management on commercial and corporate property portfolios.
* Membership of RICS or working towards membership.
* Experience of conducting rent reviews and lease renewals.
* Experience in transaction negotiations.
* Ability to work in a pressurised environment and manage expectations.
* Good ability to utilise the Council's property database and Microsoft Office.
* Ability to build and maintain strong relationships.
Please note that this role requires site visits; therefore, a full driving licence and use of a vehicle is required.
