Job description The Government Property Agency (GPA) Commercial Team sits within the Chief Operating Officers (COO) Group and is responsible for procurements and contracts delivered across GPA. The Property Technology Commercial Team supports the GPAs objective of providing great places to work by procuring interoperable office technologies allowing Civil Servants to seamlessly operate between different buildings, without the need for multiple IT setups. This is an exciting opportunity to be part of the technology transformation that will modernise and standardise technology in the majority of the government office estate, improving Civil Servant experience and efficiency, delivering savings, and lowering carbon emissions. Some of the innovative office technologies you will support the procurement of are: GovPass: A single employee building access pass across departments GovPrint: A standardised Printing system allowing employees to easily print at any building Occupancy: Supporting the property and workplace services teams make decisions based on the number of civil servants in a building. Room Booking: A single system to book meeting rooms in multiple buildings. The team provides expert advice to the Chief Technology Office (CTO) to ensure GPA obtains value for money and are provided with scalable commercial solutions to meet the GPAs ambitions of modernising technology across the government estate. You will need to support the commercial lead, who you will report to, achieve the team objectives, provide commercial expertise and be able to collaborate with stakeholders to find solutions and run procurements in line with both PCR2015 (when using existing frameworks) and the new PA 2023 procurement regulations. Creation of this office technology also provides an opportunity to maximise GPAs intellectual property. The successful candidate will also be expected to manage GPAs intellectual property and support the Property Technology Commercial Lead identify and pursue income opportunities. Key responsibilities: Lead on technology procurements conducting the full end to end procurement life cycle. Utilising the optimum procurement route, such as Crown Commercial Service Framework or running a Competitive Flexible Procedure. Lead on contract variations as required for the team's existing contracts. Manage the cataloging and identification of Technology Intellectual Property. Co-ordinate internal and external approvals for the team's procurements. Conduct market engagement to gather information for upcoming procurements and increase market awareness of GPA tenders. Maintain the teams records in the contract management system, file storage system and keep pipelines up to date. Support the implementation of the new procurement regulations PA 2023. Person specification You will be: Enthusiastic about driving value for money for the UK taxpayer and delivering transparent and fair procurement for the GPA. Able to handle a wide variety of tasks and take care in prioritising work and managing stakeholder expectations. Have an interest in, or willingness to learn about, Intellectual Property. A good written communicator, able to explain procurement procedures and policies in clear language for a range of audiences. A quick learner, able to learn new systems in a short space of time and problem solve procurement system issues. Experience and Technical Skills: Essential criteria: End to End Procurement Experience Attention to Detail Desirable criteria: Good knowledge of Public Procurement regulations, with an understanding of the processes and constraints of UK Government procurement processes Experience using procurement frameworks such as Crown Commercial Service Ability to see the bigger picture and consider implications/benefits of actions across the GPA and its customers.
