We are seeking a Programme Controls Manager to lead the definition, application and maintenance of robust Project Controls for Leonardo’s prime role on the Future Combat Air Programme. Leading and developing a team of Project Controls professionals, you will be responsible for determining the correct approach to deliver portfolio level Project Controls internally to Leonardo, working both locally and across the Leonardo Lines of Business to ensure this structure is applied consistently and delivers the necessary visibility to enable effective data driven decision making.
In addition the role will require development of the external Project Controls framework approach, working collaboratively as part of a UK and international team to define and implement the structure that supports the overarching Project requirements, translating this back to the internal Project approach and ensuring appropriate stakeholder engagement.

What you’ll do as the Programme Controls Manager
* Accountable for quality of Project Controls for a large, complex and high risk Business Area through the application of consistent processes, methods, leadership and governance in line with professional Project Planning and Controls standards and methodologies.
* Provide strong functional governance and develop and implement strategic approaches and corresponding business solution, commensurate with the overall business approach/strategy.
* Ensures the Business Area project portfolio is delivered to optimal schedule quality including application of schedule risk analysis techniques and ensuring the quality of subcontract/supply schedules from bid phase through execution for the portfolio.
* Drive the development and acceptance of the Project Controls Framework applicable to the overarching GCAP Programme working with stakeholders both internally and externally to ensure a robust and consistent approach to Project Controls is implemented at the different Programme levels.
* Ensure robust Project Controls metrics and measures (inc EV) are applied, conduct and deliver portfolio level analysis/reporting for the Business Area identifying key trends/issues and recommendations, working proactively with the other Business Area functional leads/IPTs to develop viable options to resolve.
* Champion and ensure the application of robust Schedule Risk Analysis techniques within the Business Area to ensure schedules for proposals and projects reflect an acceptable level of risk to the business.
* Accountable for team management, performance and development. Responsible for the functional resourcing approach, leadership and development of the Project Controls team for the Business Area, through encouraging positive relationships, developing effective team working, empowering and inspiring individuals.
* Champion Project controls within the Business area, providing support to the education of other functions and ensure pragmatic application of the necessary controls and measures is fully adopted by the Business Area, ensuring team adherence to process and Ways of Working.
* Manage cross portfolio dependencies and synergies in support of increased business performance through prioritisation and balance of resources across the business area/Lob (as appropriate).
* Provide strong functional governance, ensuring team adherence to process and Ways of Working.
* Actively contribute as part of the Business Area leadership team to develop appropriate business solutions to deliver and/or improve Business Area performance and contribute to the development of the Business Area strategy.
* Drive and facilitate the Demand and Supply aspects of the Integrated Business Management cycle within the Business Area including provision of inputs (inc. scenario planning) and outputs to local and LoB level reviews.
* Operate across the Project Controls Function as part of the functional leadership team (within that LoB/Site), working collaboratively to share best practice, drive strategy, resolve issues and focus on the continuous improvements to the delivery of the service and development of the Function.
* Champion continuous improvement through identifying and delivering strategic business and functional improvement activities.
* Ensure independent assessments of schedule quality/risk are conducted as part of the LCM process and in accordance with LCM principles.
* Specialist knowledge or domain specific project control experience applied to anticipate, mitigate and manage Business Area dependencies, risks and synergies in support of safeguarding the interests of the Company.
* Build and maintain strong working relationships with all functions across the Business Area/IPT in order to influence project activities.
What we need from you:
You really must have:
* Comprehensive and demonstrable Project Controls/Planning experience with proven expertise in all aspects of planning, project controls and project management methodologies (inc AGILE) across Projects of varying value/complexity.
* Demonstratable experience of working with external stakeholder communities to define and implement project controls frameworks.
* Expert User in one or more Planning/ERP Tools (Primavera P6 and/or SAP).
* Breadth of experience in all parts of lifecycle and experience in the phases of initiation, planning and execution.
* Proven collaboration, communication, planning, problem solving, decision making skills.
* Application of Schedule Risk Analysis including identification, methods of analysis and recommendations for management.
* Commercial and financial acumen.
* Ability to engage and influence cross-functional teams and recognise and positively interact with stakeholders up to SVP level both internally and externally.
* Able to work independently, in compliance with all procedures and able to recognise appropriate escalation scenarios.
* Experience of coaching, mentoring and team leadership.
It would be nice if you had:
* APMG Project Controls Foundation and Practitioner Level Certification or meets the criteria to undertake this training.
* Experience of operating internationally.
