Deputy Head of Risk & Compliance - 12months FTC Role Purpose The Deputy Head of Risk & Compliance supports the Executive Director in overseeing the risk & compliance framework, ensuring regulatory adherence, and promoting a culture of risk management across the organisation. This role is responsible for managing day-to-day compliance activities, providing guidance to business units, and leading the day-to-day management of the Risk & Compliance team. To proactively identify, mitigate, and report on risk & compliance. The Deputy Head of Risk & Compliance will also play a critical role in managing conflicts and supporting enterprise risk management initiatives to safeguard the business against regulatory and reputational risks. This role is across both the regulated and non-regulated business. We are seeking someone who has a wide breath of experience across multiple risk disciplines as well as having the gravitas to represent the firm externally as well as being able to influence senior leaders. Key Responsibilities Regulatory Compliance Oversight: Assist the Executive Director Risk & Compliance in developing, implementing, and maintaining the organisation's risk & compliance framework. Oversee compliance with relevant regulatory requirements, including FCA and RICS regulations, and provide advisory support to all CBRE UK Advisory business units. This also includes ISO 9001 Ensure policies and procedures are regularly reviewed and updated in line with regulatory changes and industry standards. Enterprise Risk Management (ERM): Collaborate with the Executive Director Risk & Compliance and local risk management teams to align compliance activities with the organisation's enterprise risk management framework. Conduct risk assessments to identify and mitigate compliance risks, working closely with first line functions to embed risk-aware practices. Develop key risk indicators (KRIs) to monitor compliance-related risks and support continuous improvement of risk controls. Create new value-added MI and dynamic risk reporting so that executives of the firm can understand how their risks are being mitigated. Advise on risk mitigation strategies. Design, implement and influence the business in terms of overall governance, delegated authority, risk ownership and roles and responsibilities. Develop Risk and Compliance training for the businesses where appropriate. Advise on the automation of manual controls where appropriate thereby reducing cost for the business. Conflict Management: Act as the point of contact for managing all business conflicts within the CBRE UK Advisory business, ensuring impartiality and fairness in conflict resolution - adhering to the RICS expectations. Address and escalate significant conflicts of interest as they arise and support the development of policies to prevent potential conflicts. Ensure staff within the risk & compliance team are trained in identifying and handling conflicts appropriately to improve bench strength in the team. Financial Crime / AML Act as the point of contact for the business for AML, MLRO queries for the regulated and un-regulated areas of the business. Produce meaningful insights into the AML, Money Laundering, Anti Bribery and Financial Crime and Fraud risk landscape. Produce a regular MLRO report for the MLRO in supporting their role as the SMF 17 and the HMRC MLRO. Team Leadership and Development: Line-manage the day-to-day operations of the Risk and Compliance Team Provide coaching, mentoring and development opportunities to team members to strengthen skills in compliance and risk management. Conduct performance reviews, set team goals and ensure clear career development pathways for team members. Compliance Monitoring and Reporting: Oversee compliance monitoring activities, including testing and assurance, to ensure controls are effectively mitigating risks. Prepare and deliver risk & compliance reports to senior management, the Board, and regulatory authorities as required. Lead risk event investigations and root cause analysis for compliance breaches and coordinate corrective action plans. Stakeholder Engagement: Build strong working relationships with senior leaders, business units, and external stakeholders to promote a proactive approach to compliance. Act as a trusted advisor to business units on regulatory and compliance matters, fostering a risk-aware and compliant culture. Represent the risk & compliance function in internal committees and meetings, providing insights and recommendations on risk & compliance issues. Person Specification/Requirements Education and Qualifications: Bachelor's degree in Law, Finance, Business, or a related field; a Master's degree or relevant professional certifications (e.g., ICA, ACAMS) is desirable. Extensive knowledge of UK regulatory requirements, including FCA and RICS regulations Experience : Minimum 8-10 years of experience in a compliance and risk management and audit or regulatory role within the financial services industry. I.e. we are seeking an all-round individual who may have worked across many risk and compliance lines in their career. Strong experience in enterprise risk management, including developing and implementing risk frameworks, assessing controls, and mitigating risks Strong experience of auditing a complex business as well as managing external audits such as ISO 9001 or something similar. Proven track record in managing conflicts of interest and navigating complex regulatory challenges. Ideally as a Conflicts Officer or senior advisory in a Control Room in a previous organisation Proven ability to engage with C-Suite executives and external auditors. Minimum experience of 5 years in leading an AML / Financial Crime Team of analysts / operations ensuring risks are mitigated. Proven ability in managing and mitigating significant risks, with advice, through to implementation of risk strategies. Leadership and Line Management: Demonstrated experience in managing and developing a team, min 8-10 years, with strong line management skills and a commitment to mentoring staff. Ability to build a high-performing risk & compliance function, promoting accountability and continuous improvement within the team. Technical Skills: Proficient in compliance and risk management tools, data analysis, and monitoring systems. Strong analytical skills and attention to detail, with the ability to interpret complex regulatory requirements and translate them into practical actions. Interpersonal and Communication Skills: Excellent verbal and written communication skills, with the ability to influence stakeholders at all levels and deliver clear and concise reports. Strong conflict management and negotiation skills, with experience in resolving disputes and addressing complex compliance issues.
