The Deputy Director of Finance & Investment will support the Executive Director of Finance to establish, lead and develop the core finance function for the ICS, the contracting and Procurement team as well as the estate/sustainability function of the EDoF&I responsibility. They will deputise for the Executive Director of Finance and Investment on all aspects of the portfolio in their absence and so will be required to work closely with Regionald and National colleagues, ICB/S Board members and the Executive team on a wide range of issues. The postholder will support the Executive Director of Finance and Investment to ensure the ICB meets the financial targets set for it by NHS England, including living within the overall revenue and capital allocation, and the administration costs limit. You will take action to ensure underperformance in any service commissioned by the ICB is addressed in a timely manner, working with the relevant providers and the NHS England regional team as required. The postholder will lead the development and statutory compliance with all contractual and procurement regulations relevant to the ICB. The postholder will have responsibility for and lead the development of the estates and sustainability function on behalf of the EDoF&I. Key Relationships The post holder will have regular contact with a wide range of staff at all levels within the ICB/S, with senior and other representatives of local stakeholders, as well as with patients and their representatives. Some of the key direct relationships include: H & NY ICB/S executive teams H & NY ICB/S leadership teams Chief Information Officers / Digital Leads Clinical Leaders Colleagues in provider collaboratives Colleagues within NHSE at Regional and National Level Senior leaders across H & NY, NHS, local authorities and other third sector organisations Core Functions This will be varied and will adapt over time as both the ICB/S develops. However, the postholder is expected to fulfil the following key functions:- The Deputy Director of Finance and Investment will be responsible for working through partnership and collaborating with wider ICS system leaders including provider collaboratives, public health, primary care, local government, voluntary and community sector, other partners and local people to support real transformational differences for the population. The role will lead system wide financial planning, ICB financial management, contracting/procurement and strategic estates. Much of the central finance team will be within the leadership of this role and the postholder will play a key role in supporting the finance staff development agenda for the ICB. The post holder will support the finance and audit committees and will develop key relationships with internal and external auditors and Non-Executive Directors of the Board.
