We are seeking a highly organised forward-thinking individual to join our 111 and ambulance commissioning team hosted by NHS Derby and Derbyshire ICB. The team provides specialist commissioning expertise on behalf of the ICBs in the East Midlands covering two regional contracts for 999 and 111 services.
The team is responsible for all aspects of Urgent and Emergency Ambulance and NHS111 commissioning, contracting, and assuring the delivery of services provided for the five county areas making up the East Midlands (Derbyshire, Leicestershire, Lincolnshire, Northamptonshire, and Nottinghamshire). As the Senior Quality Assurance Manager, you will be responsible for the oversight of quality and safety of the Urgent and Emergency Ambulance and NHS111 services, providing assurance on all aspects of quality and safety. You will also provide assurance to stakeholders and seek improvements from the providers where needed.
Main duties of the job
1. To provide a lead role in quality assurance and quality improvement functions across Urgent and Emergency Ambulance and NHS111 for the East Midlands footprint.
2. Provide strategic advice on quality assurance with regard to commissioned provision in order to facilitate improvements in service delivery and outcomes.
3. The post holder will also support the direction of the quality performance monitoring of these ICB commissioned services to include direct remedial action plans and ensure their delivery.
4. The post holder will be expected to work with and fully engage with, providers in the delivery of the national and ICB quality agenda to ensure delivery of agreed quality assurance processes including quality schedules, quality assurance reviews and reporting processes.
5. The Senior Quality Assurance Manager is responsible for ensuring the development and maintenance of effective systems and processes for quality assurance (including patient safety and clinical effectiveness) for designated provider contracts and support improvements, escalating appropriately where the required standards are not met.
The successful candidate must be capable of working under pressure to meet deadlines and possess excellent organisational and problem-solving skills. They must have the ability to confidently engage with colleagues at all levels of the organisation.

Job responsibilities
1. Oversight of all aspects of quality pertaining to the two regional contracts.
2. Seek assurance on all aspects of quality including, but not limited to, clinical effectiveness, patient safety and patient experience, performance against Key Performance Indicators within the contracts, providing assurance to all associate commissioners, and other stakeholders as required.
3. Identify any areas of concern from the information available and work with the provider(s) and other system partners to address these.
4. Accountability for the content and oversight of all quality sections within the National Standard Contract, including national and local quality schedules, Commissioning for Quality and Innovation (CQUIN) and national and local Key Performance Indicators.
5. Build positive relationships with the providers and associate commissioners and attend regular meetings with quality leads.
6. Maintain a strategic oversight of quality to include the review of and oversee the implementation of national policy, best practice guidance, audit outcomes and other relevant documents.
7. Support sharing of good practice and learning from incidents, complaints and other information across providers and system partners.
8. Support the formal quality meetings between commissioners and the providers as directed by the Chair.
9. Line management within the team.
10. As a senior member of the team, provide support on any remit of work to the wider team as needed.
11. Lead specific projects, as relevant to the two regional contracts and the national and local Urgent and Emergency Care agendas.
12. Responsible for the production and monitoring of quality reports and papers, both routine and ad hoc.
13. Ensure the contracts quality agendas are in-keeping with and support the quality agenda within each system.
14. Support the Directors with the oversight and development of plans to support delivery of national and locally agreed key performance indicators.
15. Support the system in driving transformation as well as value for money in planning, commissioning and service development.

Person Specification
Qualifications
* Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
* Evidence of post graduate qualification and continuing professional development.
* A Clinical qualification and registration with the NMC or appropriate professional body.
Experience
* Experience of working in a healthcare setting at a senior level.
* Relevant experience of providing quality assurance of clinical services including performance, quality and financial management.
* Experience of interpreting complex information, providing thematic analysis and presenting a position and options.
