The Programme Manager will lead the delivery of Energising East Durham programs, supporting community energy and climate action projects. This role involves managing the setup and delivery of projects, working with community partners, and ensuring projects meet their goals.
Role Outline
Funded by the National Lottery Community Fund until 2029, Energising East Durham addresses the energy crisis and climate emergency in 24 towns and villages along the East Durham coast.
East Durham Trust seeks a knowledgeable, experienced, and dynamic Programme Manager to oversee energy-related projects across East Durham. This role involves managing a team of 5, liaising with stakeholders, managing budgets, and ensuring projects are completed on time and within scope.

Geographic Location
Based at Community House in Peterlee, the Programme Manager will balance remote, community, and office-based work. The role requires travel around East Durham to meet community needs. Remote working options are available but must align with programme outcomes.
Duties and Key Responsibilities
Programme Delivery:
Lead the planning, execution, and delivery of the Energising East Durham programme.
Manage cross-functional teams for successful project outcomes.
Develop and implement energy programmes aligned with organisational goals and regulations.
Ensure climate and energy projects meet quality standards and deadlines.
Collaborate with the team to achieve project timelines and milestones.
Stakeholder Management:
Build and manage relationships with stakeholders, including government agencies, private sector partners, VCSE organisations, and community members.
Act as the point of contact for project inquiries and communications.
Data Analysis and Reporting:
Design and deliver data analysis systems, including energy assessments and programme outcomes.
Analyse energy data to identify improvement opportunities.
Prepare regular reports on community-based climate and energy projects.
Budget and Resource Management:
Develop and manage programme budgets efficiently.
Oversee procurement and contract management processes.
Administrative Support:
Manage project documentation, including reports, proposals, and presentations.
Organise and facilitate team meetings, taking minutes and tracking action items.
Financial Process Support:
Manage the full programme budget and associated oversight systems.
Support finance processes, including managing transactions, payments, and digital accounts.
Energy Audits and Conservation:
Lead the team in conducting energy audits and preparing conservation reports.
Develop and manage energy conservation programmes, analysing usage data for improvements.
Team Leadership:
Lead and mentor a team of project managers and support staff.
Foster a collaborative and high-performance work environment.
Regulatory Compliance:
Ensure all projects comply with relevant regulations and standards.
Stay updated on industry trends and regulatory changes.
Health and Safety Support:
Support health and safety processes, including risk assessments and fire checks.
Sustainability Initiatives:
Promote sustainable energy practices within the community.
Advocate for renewable energy solutions and energy-efficient technologies.

Person Specification
Education and Training:
Essential: Bachelor’s degree in engineering, Environmental Science, Business Administration, or a related field.
Experience:
Essential: Minimum of 2 years in a senior project management role.
Experience leading community-based projects.
Experience preparing and presenting detailed reports.
Experience leading collaborative projects with diverse stakeholders.
Desirable: Experience with renewable energy projects.
Knowledge of regulatory and compliance requirements in the energy sector.
Ability to analyse and interpret complex data.
Knowledge & Understanding:
Essential: Knowledge of East Durham communities or similar areas.
