The Project Manager is responsible for ensuring the project is well planned, on-track, resolves issues across different functions immediately, and mitigates any potential risks early to avoid project failure. Leads cross-functional teams, works in collaboration, and coordinates with business users, internal and external teams, and vendors to ensure the project is successfully completed within budget & scope, on time and with quality. He/She provides regular progress updates to key stakeholders and management, and escalates issues for resolution in a timely manner. He/She also participates in annual work planning and manages the estimation of budget for new demands.
He/She possesses strong project management and people management skills. He/She is confident to lead large projects or multiple projects, and drives cross-functional teams in a structured and methodological manner to meet the business objectives.
Roles & Responsibilities:
Project Management Planning
1. Plan and acquire the manpower resources required for the projects, and manage their allocation and utilization to meet the project objectives.
2. Plan and drive the required procurement activities including seeking the project scope and funding approval from the respective approving authority.
3. Lead and manage the project team, including users, external teams, and vendors, in driving the project to meet its objectives, implement in accordance with the agreed scope, budget, timeline, and with quality.
4. Guide team to set up the project management framework in accordance with the process and procedures under the Quality Management System.
5. Develop and maintain the Project Management Plan which includes the project scope, project objectives, assumptions, critical success factors, project governance structure, contract/vendor management, high-level project schedule, deliverables, budget, risks, communication plan, issue management, etc.
6. Perform timely updates to stakeholders on project progress, issues, risks, resources, and budgets.
7. Manage project financial health, including budget utilization and cash flow.
Project Scope Management & Change Control
1. Oversee and manage the project team to develop the detailed requirements and deliverables as agreed within the scope of the project.
2. Guide the project team to set up change control procedures and approval board.
3. Manage and track issues arising from scope creep or missing scope.
4. Implement a change control procedure on requirements and perform impact assessment to budget, resource & schedule when there is a change of scope.
5. Ensure any change in scope is well documented and impact assessments are approved by the user workgroup/project steering committee/project sponsor prior to implementation.
Project Time Management
1. Guide the project team to develop the detailed project schedule and ensure adequate skilled resources are assigned.
2. Develop the detailed project activities and schedule, identify dependency and critical path.
3. Drive and monitor the project activities, schedule, and deadlines to ensure timely delivery.
4. Manage any slippage in project activities & schedule, manage interdependent activities, and adjust schedules to ensure the overall project objectives and deadlines can be met.
Project Quality & Test Management
1. Guide the project team to develop the Quality Assurance framework for the project, including an overall Test Plan.
2. Plan and deliver the project in accordance with the processes, procedures, and responsibilities under the Quality Management System for Project Management Methodology.
3. Ensure all the deliverables and testing meet the agreed requirements through the use of a Requirement Traceability Matrix.
4. Ensure all the deliverables comply with policy stated in the HealthTech Instruction Manual, for example, the Security and Data Management Policy.
5. Ensure deliverables are reviewed to minimize rework and prevent system failures, including the development of mechanisms to prevent problem recurrences.
6. Implement a comprehensive testing plan and adopt the best practices for testing referencing the Test Competency Framework.
7. Oversee and manage the end-to-end testing process, including any testing deliverables from vendors or internal teams, as well as support users in User Acceptance Testing.
Project Risk Management
1. Guide the project team to implement the risk management process and issue management process.
2. Review and guide the project team in timely risk mitigation and issue resolution.
3. Identify the risk and evaluate the impact of project risk during the project planning stage and put in place a mitigation plan.
4. Ensure mitigation is in place to contain or minimize the risk impact.
5. Monitor and manage new risks & issues throughout the project implementation life cycle.
6. Report any new risks, issues, and progress of mitigation/action to the user workgroup/project steering committee/project sponsor.
7. Escalate new risks & issues, where necessary, for project steering committee/project sponsor for attention and resolution.
Project Stakeholder Management
1. Guide the project team to set up the project governance structure and escalation mechanism.
2. Identify the stakeholders involved in the projects with clarity of every project member's roles and responsibilities.
3. Implement communication plan to ensure all stakeholders are aligned on project objectives, scope, and timeline.
4. Manage stakeholders' expectations and build a trusted relationship.
Tender Projects
1. Able to support RFQ and RFP till awarding.
2. Draft and submit project approval papers for management's approval and write justification.
Requirements/Qualifications:
* Bachelor's degree in Information Technology, Computer Science, or a related field.
* At least 6 - 8 years of experience in project management from end to end process which includes RFP till delivery.
* Experience in support on RFP specification, pricing, evaluation, etc.
* Supported Government projects before.
* Good in writing approval papers/justifications.
* Able to do data crunching and good in numbers.
* Proven experience as a Project Manager in IT infrastructure projects, with a focus on systems and network.
* Experience in individual contributor role in current role.
* Strong background in technical System engineering/networking/Infrastructure background.
* PMP or equivalent project manager certification is a plus.
* Strong knowledge of IT infrastructure technologies and networking principles.
* Proficiency in project management software and tools.
* Excellent communication, leadership, and team management skills.
* Strong analytical and problem-solving abilities.
* Ability to manage multiple projects concurrently and work effectively under pressure.
