Job summary
We are seeking a highly experienced and dedicated Clinical Operational Lead to join our team on a part-time basis for 8 hours per week. This role will be held by a senior healthcare professional who will play a pivotal role in delivering clinical services across our 21-member practices. The successful candidate will be responsible for the delivery of SPCNs Directors' and PCN Boards' strategic plans, as well as aspects of the Network Directed Enhanced Services (DES), related to central SPCN services.
The Clinical Operational Lead will work as a member of the Operational Team for SPCNs reporting to the Medical Director/s and Clinical Quality and Governance Committee.
The postholder will support SPCNs in their delivery of improved patient access and reduction in healthcare inequalities.
The postholder will work closely with Clinical Educational Lead and the Head of Patient Services to ensure that clinical staff working in SPCN services are provided with adequate clinical supervision and mentoring.

About us
Sutton Primary Care Networks is the collaborative vehicle for the four Sutton PCNs and the former Sutton GP Federation working together as a single entity. We are a Community Interest Company that aims to reinvest surpluses back into general practice and primary care for the benefit of our practices and the people who form the communities we serve.
Sutton has four PCNs whose boundaries are based on historical relationships and groupings of organisations. There are some similarities of residents' health and care needs unique to a particular PCN, and many more needs that are shared across all four PCNs.
Our four PCNs represent all 22 GP surgeries in Sutton. Their collective footprints cover all of the London Borough of Sutton and its residents who are able to access and benefit from the services and improvements offered by Primary Care Networks.
Primary Care Networks (PCNs) are a key part of the NHS Long Term Plan, with all general practices being required to be in a network by June 2019, and CCGs/Integrated Care Boards (ICBs) being required to commit recurrent funding to develop and maintain them.
The networks will have expanded neighbourhood teams which will comprise a range of staff such as GPs, pharmacists, district nurses, community geriatricians, dementia workers and Allied Health Professionals such as physiotherapists and podiatrists/chiropodists, joined by social care and the voluntary sector.

Job responsibilities
Strategic Plan Delivery and Audit:
* The execution of the Directors' and PCN Boards' strategic plans for service delivery.
* Conduct regular audits and evaluations to ensure the effective delivery of these plans, against strategy and against relevant National and Local Statutory regulations.
* Identify and address any gaps in service delivery, proposing corrective actions as needed.
Network DES Management:
* Oversee the clinical operational delivery of the Network DES in relation to central SPCN services.
* Work closely with the head of Integrated Neighbourhood Teams and practice development in delivering the Network DES.
Clinical Services Coordination:
* Coordinate the delivery of clinical services in alignment with strategic objectives.
* Foster collaboration among the 21 member practices to ensure cohesive service delivery.
* Address operational challenges and barriers to service delivery, ensuring a high standard of patient care.
Stakeholder Engagement:
* Work closely with the Medical Directors, Heads of Services, Nurse Manager and other key stakeholders.
* Communicate effectively with practice teams and external partners to support integrated care delivery.
* Represent Sutton PCNs in meetings, forums, and other engagements as required by the Medical Directors.
* Act as a point of contact within Sutton PCNs, with member practices, who are concerned about the clinical provision of a Sutton PCN service.
Continuous Improvement:
* Identify opportunities for service improvement and innovation.
* Support the launch of new Sutton PCN services by providing clinical oversight on how the needs of people using a new service will be met.
* Lead or contribute to projects and initiatives aimed at enhancing clinical service delivery.
* Stay updated on relevant policies, guidelines, and best practices in primary care.
* Maintain clinical quality and service delivery in line with CQC and other statutory requirements.
* Work alongside the Medical Directors and other members of the Operational team in setting up and delivering safe, effective clinical services for Sutton PCNs.
Strategic Involvement and Committee Participation:
* Support the Sutton PCN Services Operational teams in reviewing the performance of services including how they are meeting the needs of patients and practices.
* Attend, where possible, Service Operational meetings to review performance data and feedback about services.
* Review Service Performance reports and advise on how services could be improved clinically to meet patient and practice needs.
* When requested, attend the Clinical Quality Governance and Safety committee and Audit committee to provide an update on the performance of Sutton PCN services.
