The Specialist Medicine Directorate comprises of Dermatology, Clinical Immunology, Sexual Health, Clinical Genetics, Respiratory, Infectious Diseases and Diabetes and Endocrine.
In conjunction with the Directorate General Manager (DGM), Clinical Director and Matrons the Deputy Directorate General Managers will work across organisational boundaries to ensure appropriate services are in place and to deliver national and local strategic and operational service objectives and standards and will contribute to shaping the future healthcare across the local economy.
Each Deputy DGM is responsible for working with the DGM to ensure the efficient and effective day-to-day running of the Clinical Directorate and delivering key quality, performance and financial plans, achieving key service improvements within the Clinical Directorate and line managing appropriate staff within designated clinical units.
The post holders are key members of the Clinical Directorate leadership team, and will develop and implement Directorate plans to secure the agreed objectives for the Clinical Directorate and make a positive contribution to delivery of health care across the local health community.

Support the Directorate General Manager and the Clinical Director to
determine the strategic direction for the Directorates, identifying future
resourcing requirements and ensuring that the Directorate meets contractual and other operational requirements.
Ensure the Specialist Medicine Directorate delivers on the range of national and locally defined access targets and that patients are able to access services delivered in a timely way.
Support the delivery of financial balance across the Specialist Medicine Directorate through active and regular monitoring and management of
expenditure.
Monitor and take action to ensure that all quality, productivity and profitability targets are achieved.
In line with Specialist Medicine Directorate and Trust strategy, develop best practice, service modernisation and improvement plans for the area, to
enhance the patient experience and deliver value for money.
Facilitate change within and across organisational and professional boundaries.
Support the DGM as the budget holder to deliver a balanced budget for the Directorate, ensuring the services provided are sustainable and delivered within the budgetary constraints.
Support the development and delivery of Cost Improvement Programmes (CIP)
In conjunction with the DGM and Directorate Accountant lead responsibility for reviewing income and expenditure within the designated Clinical Units and the production and delivery of strategies to ensure their business viability.
Work with the DGM and Clinical Director to formulate an effect and viable
business plan for the designated Clinical Units and the Specialist Medicine Directorate working to ensure that it conforms to the overall Specialist Medicine Directorate and Trust business plan and takes account of the demand for services from the Trust and local and national trends and developments.
Advise and support the Clinical Director on the appropriate application of the Business Planning process and ensure it is communicated across the Clinical Units.
Support the Directorate General Manager to identify, in conjunction with the Clinical Director, all commissioning intentions in designated Clinical Units and develop the business cases to support future developments.
Monitor the progress of existing projects and evaluate all completed projects that improve service delivery.
To assist the DGM in delivering and monitoring performance against set targets (activity, finance, outcomes, utilisation) within designated clinical units and across the Specialist Medicine Directorate, and address variances should they occur to ensure effective delivery of service and standards.
Work directly with the Clinical Leads of designated Clinical Units regarding financial procedures and use a balance scorecard approach to provide monthly summaries of financial and activity performance for relevant meetings.
To lead, manage, motivate and develop staff within the designated Clinical Units, and to maintain the highest level of staff morale and to create a climate within the Directorate, characterised by high standards of openness in line with the Trust values.
Communicate the Trust’s and Directorate’s objectives, future plan and current progress against plans to all staff within the designated Clinical Units.
Ensure training and development needs of staff within the area are identified and reflected in the annual business plan.
To support the Directorate General Manager in developing and maintaining the Workforce Plan.
Line manage all designated staff in line with the Trust’s HR policies and procedures, providing annual appraisal.
In conjunction with the DGM, Clinical Director and HR Business Partner develop local workforce plans, employee engagement and workforce productivity plans to ensure delivery of the Trust’s Workforce Effectiveness Strategy, focusing on enhancing the commitment of staff and optimising workforce productivity and performance.
Ensure that staff management arrangements within the designated Clinical Units are consistent with HR policies and procedures within the Trust and to ensure that good practice in recruitment, appraisal, performance management and other policies are maintained.
Support the development and delivery of the Governance agenda including clinical and non clinical aspects of care and service; this will include establishing systems to monitor clinical standards ensuring high standards of care that is evidence based and integral to service delivery and involving patients and others in developing and enhancing services.
Carry out regular reviews of incidents, complaints, risk assessments and other multidisciplinary audits across and within the designated Clinical Units, ensuring that appropriate follow-up is taken to address and reduce risk and that learning is disseminated across the unit.
Support the DGM, Clinical Director and Matrons in integrating the work of the medical, nursing, administrative and other professional/clinical staff and aligning these around the delivery of effective and efficient services.
Manage processes to enable effective communications within and between
teams, including contributing to and coordinating performance meetings as required by Directorate General Manager and Clinical Director as appropriate.
To manage and coordinate designated administrative and managerial processes, e.g. complaints, critical incidents and safety alerts and ensure
systems are in place to provide all statutory, regulatory and other information
To participate in committees and working groups and act on behalf of the Clinical Director, ensuring that at all times a corporate approach is taken.
