Main Responsibilities As a member of the Highways Maintenance and Network Management team you will: Develop the use of the asset management systems and take the lead role in implementing good asset management practice across all highway and transport assets. Lead on the development of the Highway Infrastructure Asset Management Plan (HIAMP) and other service area Policy and Strategy documents and understand the authority’s governance, approval, departure and decision-making processes. Use asset management principles to develop and maintain long term highway maintenance strategies and lead on the development of lifecycle plans for all highways assets within the Council’s highway asset management framework. To represent the Council at local and national level, acting as an ambassador for Staffordshire to enhance the Council’s performance, reputation and image. Use existing asset management systems (XA and Confirm) to develop rolling multi-year programmes of work for all asset groups including carriageway, footway and drainage. The Ideal Candidate You will have significant experience in a highway asset management role in a local authority context together with: A Degree in a relevant discipline e.g. Civil Engineering and/or a professional qualification at Chartered Engineer level or Incorporated Engineer with substantial post qualification knowledge/experience at equivalent level. Experience of implementing asset information strategies to support effective management of highway assets through the provision of accurate and up to date information. Demonstrable understanding of highway asset management planning including development of asset management plans. Experience in undertaking whole life cost analysis including lifecycle planning, optimisation, and prioritisation of renewal schemes. Proven ability to write reports on complex strategic issues and the ability to present them to a range of audiences, from the general public to fellow transport practitioners. Key Skills: Proven communication skills be able to articulate information effectively and confidently to colleagues, partners, stakeholders and service users, both verbally and in written communications. Analytical skills with good attention to detail.
