Looking for a Town Planner with large development experience in residential, construction, and infrastructure who will report to a Senior Town Planning Manager working for the client organization on the UK's High-Speed Rail project. You will play a key role in the delivery of HS2, managing town planning activities across the West Midlands area and Warwickshire.
You will act as the client lead for planning consent applications and provide advice on a range of legislative, development, and planning policy-related issues associated with the construction and operation of a new high-speed railway.
You will be responsible for day-to-day town planning activity, managing a significant number of Schedule 17 consents delivered by main works contractors for major civils and stations. You will support the delivery partners by providing planning advice on matters relating to project design and refinements, Schedule 17 submission strategy, submission package preparation, negotiation with local planning authorities, conditions, and the HS2 Act planning regime and legal framework.
Working Situation
The office location is Birmingham Snowhill, and they operate a flexible hybrid working model, working 2 days a week from the office and the rest from home. Salary: £50,000 - £55,000 + Pen (6:12) + health + 25 days
Duties & Responsibilities
1. Assist in the programming, preparation, review, and submission requests for approval in accordance with Schedule 17 of the High-Speed Rail (London West Midlands) Act 2017, working primarily as part of the main works Integrated Project Team (IPT), and with engineering and environment teams, consultants, and contractors as required.
2. Engage with local planning authorities on town planning matters associated with Schedule 17 and planning application submissions, and hybrid Act-related processes.
3. Manage, engage with, and advise contractor and HS2 teams on the preparation of planning material for consents packages, including enabling works, main works, rail systems, and works outside of Act limits. Advise on Development Consent Order / Transport and Works Act Orders and planning applications under the Town and Country Planning Act and General Permitted Development Order processes and programme, and risk implications associated with these.
4. Support with emerging business needs, for example, assisting in design panel reviews, local technical engagement panels, and local public engagement activities.
5. Actively promote and embed Equality, Diversity, and Inclusion (EDI) in all your work and support and comply with all organizational initiatives, policies, and procedures on EDI.
Required Criteria
You will be a qualified or working towards a town planner with experience in town planning on any large development residential, construction, or infrastructure, and must have experience dealing with multiple stakeholders coupled with strong negotiation skills. Ideally, you should have DCO experience but it is not essential.
You should be open to a range of backgrounds, including consultancy, local planning authority (LPA), or infrastructure client organization. You must have excellent communication and stakeholder management skills.
Skills:
1. Able to build and maintain relationships with internal and external stakeholders.
2. Ability to negotiate the successful delivery of consents with local planning authorities.
3. Ability to produce and present documents and reports to a variety of audiences, including stakeholders at various levels.
4. Ability to provide advice and guidance on the production of drawings and supplemental planning information relating to planning submissions.
5. IT skills including MS Office or equivalent.
6. Ability to provide advice to internal and external stakeholders on Town Planning matters and the HS2 Act.
7. Able to prioritize workload, work independently, and deliver to agreed deadlines.
Knowledge:
1. Knowledge of UK Planning Policy and legislation and an understanding of Environment Impact Assessment Legislation.
2. Project or programme management processes and/or successfully managing a varied caseload of applications or projects.
