PURPOSE OF THE ROLE: The Transformation Management Office is responsible for driving complex initiatives across Somerset to execute the Integrated Care Board (ICB) and Somerset systems strategic goals and vision of strategic transformation. It fosters continuous improvement and a comprehensive approach that integrates digital, health and care change programmes. This post is designed to develop and implement a strategy delivery framework for the ICB on behalf of the Integrated Care System (ICS). The purpose of the framework is to enable the translation of the Integrated Care Strategy and Joint Forward Plan into a system-wide transformation programme that dovetails (and distinguishes from) the annual operational plan. The focus of the role is to regularly support Programme Managers with day-to-day oversight of Priority Programmes creating a collaborative and encouraging environment. The role will require technical skills of programme management (including good governance, baseline measures, ongoing evaluation, risk management, interdependencies and benefit identification), as well as softer skills of stakeholder management in liaising with, and supporting, identified leads within the Somerset system. A key aspect of the role will be integrating the ICBs strategy delivery framework with the system approach to improvement and strategy delivery within the ICS. KEY RESPONSIBILTIES OF THE ROLE: The duties and responsibilities of the role are: To support the design and implementation of priority transformation programme plans across the Somerset health and care system, including milestones, gateways, metrics, risks and benefits. In line with the Joint Forward Plan, work with workstreams SROs to identify service transformation opportunities which encompass new ways of working, pathway redesign and innovation across areas of service delivery. Prepare, plan and lead workshop events and proactively follow up agreed actions in relation to programme manager and / or service improvement. To assure and prepare overarching reports on the behalf of the SROs for upward reporting into Boards, committees and Collaboration Forum. Lead and manage the TMO Project Officer and TMO Project Assistant Officer, carrying out informal progress meetings, 1:1s, 6 monthly and annual appraisal reviews, as well as approval of leave requests and supporting development and training opportunities. Work closely with colleagues, clinicians and partners to assess redesign opportunities and support the process to enact any changes needed to improve these services and enhance patient care across our ICS footprint. Make informed judgements as to the most effective improvement tools and techniques to apply in order to deliver the desired outcomes and apply these as appropriate. Proactively challenge in a constructive and supportive way, current working practices, offering expert advice and guidance as necessary to promote a culture of continuous improvement. Ensure internal and external key stakeholders, including patients and the public, have effective opportunities to engage in service transformation programmes/projects/lean events, enabling them to contribute, influence and progress the implementation of improvements to facilitate collaborative working and mutually beneficial outcomes. Be responsible for ensuring appropriate baseline and ongoing evaluation metrics and monitoring systems are in place for priority programmes/individual projects in order to produce a clear evidence base when measuring impacts on patient experience, productivity and efficiency improvement. Ensure these are agreed and owned by process owners. In conjunction with priority programme, project and clinical teams and external partners, facilitate and implement service changes across complex organisational boundaries. Undertake risk analysis of allocated programmes/work streams in the context of risk to the systems clinical and business objectives. Maintain and apply up to date knowledge of programme management and service improvement including change, government initiatives, national policies, philosophies, tools, and processes. Prepare regular updates and complex written reports on the progress of programmes / projects against key objectives and quantifiable impacts on patient experience, workforce, performance and finance. General requirements: Lead and manage the implementation of priority programmes / projects to often challenging timescales, against agreed project plans using project management best practice methodologies. Support colleagues within the Strategy, Digital and Integration Directorate through managing the dependencies and interfaces between programmes / projects to ensure their successful delivery in line with strategic objectives. Support clinical/non-clinical teams to identify the scope, objectives, and outputs of the project. Support Priority Programme Managers to complete, maintain and update all formal project documentation including benefits realisation, risk analysis and management plans. Ensure these documents are available within the Transformation Management Office priority programme library. Develop, facilitate, and monitor the delivery of the programme/ project plans within the agreed scope to deliver objectives within agreed timescales. Plan and organise a range of complex activities and programmes of work which will support the delivery of programme objectives, including benefits and sustainability planning. Ensure appropriate evaluation metrics and processes are agreed and owned for each priority programme in order to produce a clear evidence base when measuring impacts on productivity and efficiency improvement. Manage, identify, and assess the main priorities and risks associated with the priority programmes / projects including the development of contingency plans and managing conflicting priorities between stakeholders with different expectations. In conjunction with frontline and priority programme teams assess the potential wider impacts of programme work and outcomes on other specialties, pathways etc. and where appropriate propose changes to these to further improve productivity, quality, and efficiency. Assess and analyse potential risks to the realisation of programme / project timescales, milestones outcomes and initiate prompt remedial action as necessary. Provide regular updates and complex written reports for programme / project progress in line with agreed governance arrangements. Transformation Programme To develop and monitor the system wide programme plan, liaising with leads to obtain information that allows objective reporting against it including priority action tracking. To review and provide assurance for monthly highlight and ad hoc reports for the relevant committees and groups utilising the management office dashboard and narrative from Priority Programme Managers. To provide advice and guidance on risk management, including mitigation and issue resolution where possible and escalating where necessary. Support a culture of innovation, collaboration and continuous improvement across the organisation and the system. To deputise for the Head of Transformation Office when required. Develop the Gateway Review Process at Critical Stages for Transformation Programmes To design and manage the gateway control processes at crucial stages of change programmes e.g. start-up planning, implementation and transition. Create templates for priority change documents or reporting as required. Provide assurance for activity across transformation programmes, including independencies where functions need to come together to ensure successful delivery within a matrix environment (project managers, clinical staff, finance specialists, informatics specialists). To provide programme/project expertise and support when required to Priority Programme Managers within the transformation programme.
