About the Role
As the HR & OD Manager, you will lead and direct a small team of HR Business Partners to provide a trusted, valued and comprehensive HR and OD service. With the pending government plans for devolution and the major organisational change on the cards leading transformational workforce changes within the Council will be a key part of your role.
Main Responsibilities:
* People Strategies: Manage your small HRBP team to deliver key projects within the Councils Organisational Development and Talent Management Strategies including the My Experience Matters Survey Action Plan.
* Employee Relations: Manage the team to provide a comprehensive employee relations advisory function to the Council up to and including dismissal and employment tribunal in accordance with employment law and in collaboration with our recognised Trade Union.
* Organisational Change: Manage organisational change projects, advising on service transformation reviews, workforce planning, internal reorganisations and TUPE to deliver continuous service improvement for residents and the wider Runnymede community.
* Learning and Development: Manage and take the lead on the personally designing, delivering and commissioning the Councils corporate L&D offer, cost effectively within budget.
* Leadership Development: Enhance leadership and management capabilities to foster an empowered leadership culture and drive change and excellence in people management practices.
* Safeguarding: Act as the HR lead for safeguarding and data protection including FOI, SAR requests.
About You
Experience: Significant experience in leading, teams and managing change within a complex organisation, which includes recognised trade unions.
Skills: Adaptable and enthusiastic leadership, negotiation, and influencing skills with the ability to motivate and engage teams. Excellent strategic planning, financial management, and problem-solving abilities.
Knowledge: In-depth understanding of HR legislation, best practices, and the wider public sector landscape. Awareness of national and local government developments and trends.
Personal Attributes: A credible leader with integrity, excellent business acumen, and a commitment to continuous professional development. An inclusive and democratic leadership style that encourages innovation.
Qualification and experience: CIPD Level 5 or above with previous HR Management experience in local government and organisational change is required.
