Performs a wide variety of supervisory, leadership, and direction for day-to-day management, clinical practice, and operations of TCC, including responsibility for oversight of clinical, administrative, and fiscal functions. Monitors clinical, administrative, and fiscal performance indicators. Responsible for designing, operationalizing, and managing process improvements and system efficiencies. Responsible for selecting, directing, evaluating, motivating, and developing the outpatient behavioral health staff. Interfaces with the Behavioral Health Inpatient Unit Operations Manager, other Hospital managers, and external agencies.
Essential Job Functions and Responsibilities:
Supervision, Leadership, and Management responsibility for TCC
* Supervises all service lines of TCC; directs all staff in performance of assigned responsibilities; coaches and motivates to promote effective teamwork, as well as individual performance improvement.
* Establishes staffing patterns that ensure effective patient care and efficient clinic operations.
* Establishes overall priorities, goals, and philosophy consistent with Bristol Hospital mission, vision, and values.
* Solves operational problems; makes effective decisions and initiates process improvement.
* Refines duties/assignments for maximum efficiency.
* Develops new programs and/or implements service enhancements, as necessary.
* Interfaces with the Behavioral Health Inpatient Unit Operations Manager, other Hospital managers, and external agencies.
Manages Financial Resources
* Prepares and develops program budgets.
* Monitors and controls manpower and expense budgets; reviews monthly performance reports for conformity with budget.
* Implements methods and improvements to control costs and improve efficiency.
* Ensures clinicians’ productivity direct service goals are attained.
Responsible for the development and implementation of departmental strategic goals and objectives
* In partnership with Bristol Hospital leadership, establishes TCC departmental strategic goals and objectives.
* Communicates, executes, and monitors strategic goals and objectives.
Maintains responsibility for quality assurance and practice improvements when necessary
* Seeks opportunities for organizational reengineering and practice improvements yielding improved clinical outcomes and improved system efficiencies.
* Assures standards are met for various external regulatory agencies through monitoring mechanisms and development of policies and procedures.
* Evaluates organizational performance in an ongoing way and through formal reports.
* Develops audit tools to monitor and evaluate, analyzes data for trends for process improvements.
* Communicates the importance of QAI activities to staff and works with staff to develop monitoring indicators.

* Promotes a supportive working environment with effective staff/physician collaboration.
* Works effectively with peers, bosses, external departments; community agencies; facilities.
* Routinely evaluates clinical care and quality of documentation and provides appropriate feedback.
Maintains effective communication and collaboration between department staff, physicians, and other organizational personnel and external organizations
* Actively participates on committees and encourages staff to participate on such committees.
* Collaborates with other internal and external organizations to establish and maintain professional relationships.
Maintains responsibility for own professional growth and development
* Regularly seeks opportunities for continued professional growth through continuing education, professional meetings, and conference attendance.
* Demonstrates progress toward achievement of professional goals.
Educational / Minimum Requirements:
Master’s Degree in Social Work. LCSW required. With 3-5 years of supervisory experience.
State/Federal Mandated Licensure or Certification Requirements:
Current State of CT professional licensure.
Bristol Hospital Mandated Educational Requirements:
General at time of hire. Fire/Safety/Infection Control annually. Other programs as mandated by the Hospital.
Special Requirements:
Excellent organizational and interpersonal skills. Ability to motivate staff.
Physical Requirements:
Frequent walking, standing, and sitting. Significant paperwork requiring extensive eye usage. Must be ambulatory to the extent required to attend frequent on-site and off-site meetings.
Work Environment:
Normal office environment.
Cognitive Requirements:
Ability to analyze highly complex information regarding human interactions and organizational functioning. Effective communication (verbal, written) and interpersonal skills. Problem-solving skills in pressure situations. Computer skills. Ability to work independently.
