Procurement Manager – EV Charging Operations and Outsourcing

Salary: £75,000–£80,000 + Car Allowance + Benefits

About the Role:
My client is embarking on an exciting initiative to establish their own Electric Vehicle (EV) Charging Charge Point Operator (CPO) platform. They are seeking an experienced Procurement Manager to oversee the outsourcing and supplier management of non-core operational elements.
This role involves leading the tendering process for services such as installation, maintenance, help desk operations, and software support, while ensuring seamless supplier onboarding, governance, and performance management.
Key Responsibilities:
Strategic Outsourcing and Supplier Selection:
* Identify and prioritise non-core operational areas for outsourcing, including installation, maintenance, help desk, and IT/ERP systems.
* Evaluate and engage suppliers with proven expertise in EV charging operations and associated services.
* Consolidate services to streamline operations while ensuring value for money.
Tender Management:
* Lead the invitation-to-tender (ITT) process, managing 3–5 potential suppliers for each project.
* Evaluate bids based on cost, capability, and alignment with strategic goals.
* Down-select preferred suppliers and lead contract negotiations.
Supplier Onboarding and Transition:
* Oversee the integration of new suppliers, ensuring alignment with operational needs and business goals.
* Manage the implementation of outsourced services while ensuring continuity and quality.
Governance and Supplier Performance:
* Establish robust SLAs, KPIs, and performance metrics to monitor supplier effectiveness.
* Lead governance frameworks and maintain strong supplier relationships to drive continuous improvement.
* Conduct regular reviews and ensure adherence to contractual agreements.
EV CPO-Specific Focus:
* Work closely with suppliers to deliver critical components of the EV CPO platform, including:
* Installation and maintenance of EV charging hardware.
* Software platform integration and operational support.
* Help desk services to support EV users.
* Ensure the company retains ownership of core elements such as energy management, user interface, and customer experience.
Qualifications & Experience:
* Proven track record in procurement, outsourcing, and supplier management, preferably in the EV, energy, IT or technology sectors.
* Strong expertise in tendering processes, supplier evaluation, and contract negotiation.
* Familiarity with SLAs, KPIs, and governance frameworks.
* Experience in outsourcing business processes and operational services (e.g., IT, maintenance, help desk support).
* Excellent communication and stakeholder management skills, with the ability to liaise across technical and non-technical teams.
