Our client Scottish Power urgently require a Licence & Regulation Manager for a critical role within the business.
Scottish Power are hiring a Licence and Regulation Manager to lead the accreditation process in securing an IDNO licence for the business.
Reporting into the Head of IDNO, you will be responsible for managing the licence application process with Ofgem and all other regulatory and industry accreditations, as well as develop the necessary processes and procedures that will underpin how the licence will operate.
What youll be doing:
You'll be accountable for delivering the Accreditation workstream in the implementation phase of the strategic plan – designing, documenting, and implementing core business processes for the business' successful launch which will invest significantly over the next 5 years.
Represent SPHERE Energy Connect when liaising with Ofgem and Industry Code Bodies, and provide guidance and advice to the business in Licence Conditions, Regulatory Obligations and Guaranteed Standards, in addition to future/new Licence requirements, Regulatory requirements, and market changes.
Play a lead role in understanding current political and regulatory policies and new policy developments, influencing Government and Regulators in a way that supports SPHERE Energy Connects strategic development plans and the wider IDNO market.
You'll provide recommendations considering all relevant risks and ensure that the health and safety and environmental requirements are fully considered to ensure compliance with legislation and industry best practice.
What Youll bring:
Educated to a degree level or equivalent in Business, Economics or Regulation and experience working in a Regulation and/or Compliance environment. Relevant operational experience in a highly regulated environment preferably utilities.
A change leader with experience in managing change initiatives and expert knowledge of:
• Design and operation of distribution networks including substations and plant engineering at voltages below 33kV.
• Construction and maintenance standards for distribution networks in accordance with regulatory requirements
• Engineering standards and specifications up to 33kV
• Protection and plant commissioning up to 33kV.
• The IDNO Regulatory environment including relevant outputs, industry codes and distribution legislation (ESQCR, Electricity Act, and Distribution Safety Rules)
• Commitment to HSE and compliance
You'll have an awareness and understanding of key IDNO business drivers and the external commercial context, and can operate in an environment of uncertainty to make sound decisions. Be able to manage a complex set of parallel and overlapping issues and to shape into actionable ideas and opportunities.
An exceptional communicator, with experience of dealing with Government and Regulatory bodies and demonstrable track record of effective communication including presenting both internally and externally at all levels. You'll have confidence challenging convention with strong ability to influence cross-functional teams and build relationships.
